Council Minutes of 02 -03 -2015 <br />Jones; Council members Barker, Brossard, Kearney and Schumann; Mayor Kennedy; <br />Safety /Service Director Glauner and guests. <br />• Discussed first was Resolution 2015 -1 which is a Resolution authorizing the <br />Director of Public Service to advertise for bids for the award of a contract to <br />provide asphalt resurfacing and related repairs upon city streets, as detailed in the <br />specifications on file with the Engineer, and authorizing the Mayor, following <br />approval of the Board of Control, to contract for the same with the lowest and best <br />bidder. The Service Director explained that there are nineteen streets which have <br />been identified for possible resurfacing. A further assessment will be made after <br />the winter season to determine which of those streets are in most need of <br />resurfacing. This is an annual contract to keep city streets in good condition. The <br />estimated cost for the project is $200,000. A motion was made to recommend <br />approval to all of Council and the motion passed 3 — 0. <br />• Discussed next was Resolution 2015 -2 which is a Resolution authorizing the <br />Director of Public Service to advertise for bids for the award of a contract to <br />provide cracksealing on various streets at various locations in the City, as detailed <br />in the specifications on file in the Service Department, and authorizing the Mayor, <br />following approval of the Board of Control, to contract for the same with the <br />lowest and best bidder. The Service Director explained that there had been <br />$84,000 budgeted for outsourcing the cracksealing for the larger street projects <br />such as Columbia, Clague, Lorain and Porter. The smaller streets are maintained <br />in -house by the Service Department. Once the weather breaks, the project will be <br />reassessed to determine exactly which areas will be repaired. A motion was made <br />to recommend approval to all of Council and the motion passed 3 — 0. <br />• Discussed next was Resolution 2015 -3 which is a Resolution authorizing the <br />Director of Public Service to advertise for bids for the award of a contract to <br />provide new pavement markings to various streets at various locations in the city, <br />as detailed in the specifications on file in the Service Department, and authorizing <br />the mayor, following approval of the Board of Control to contract for the same <br />with the lowest and best bidder. The Service Director explained that this is an <br />annual request for street striping. The City has budgeted approximately $120,000 <br />for this particular project. A motion was made to recommend approval to all of <br />Council and the motion passed 3 — 0. <br />• The final item discussed was Resolution 2015 -6 which is a Resolution expressing <br />consent and cooperation with the State of Ohio, Department of Transportation, for <br />the project known as the minor widening of Great Northern Boulevard (SR 252) <br />at the IR -480 Westbound Entrance and Exit ramps and resurfacing of Great <br />Northern Boulevard (SR 252) including median work from IR -480 to Brookpark <br />Road (SR -17) in the City of North Olmsted, and declaring an emergency. Kevin <br />Westbrooks, Traffic Engineer from AECOM (formerly URS Corporation) spoke <br />to Council regarding the consent agreement with ODOT. The resurfacing project <br />begins at the 480 westbound entrance and exit ramps. ODOT identified this <br />location as a high crash location. ODOT retained a consultant to perform a study <br />and proposed recommendations for improvements which were passed on to the <br />city. AECOM assisted the City in applying for safety funding for the project, <br />which was awarded. Project funding was awarded to the City for 90% of the total <br />cost of the project, leaving the City's portion of only 10 %. The project cost is <br />estimated to be $1.3 million, of which the City will only be responsible for <br />3 <br />
