Council Minutes of 02 -03 -2015 <br />$130,000. In addition to resurfacing, the area will also see improvements to align <br />the medians and widening turn lanes. The southbound side of the street will be <br />designed to have a continuous through right turn lane. In addition to the <br />resurfacing, the area will be restriped, signal pole replacement and curb work. <br />This resolution will formalize the city's commitment for the project to ODOT. <br />The work on this project will commence in the 2015 construction season. The <br />traffic is expected to flow in both directions during construction with limited <br />interruptions or lane closures. The work is expected to be completed by the end <br />of the year. ODOT will be responsible for bidding, awarding, administering and <br />inspecting the job. This project is being done as a safety precaution, and is not <br />earmarked to increase traffic capacity. Suspension was requested as the consent <br />agreement must be forwarded to ODOT as soon as possible. A motion was made <br />to recommend approval to Council with suspension, and that motion passed 3 — 0. <br />The meeting adjourned at 7:55 p.m. <br />Councilwoman Hemann made a motion to reappoint Council members Kearney and <br />Williamson to the Housing Council to the term January 1, 2015 through December 31, <br />2015. The motion was seconded by Councilman Limpert and passed unanimously. <br />Council members Kearney and Williamson reappointed to the Housing Council 7 — 0. <br />AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Carey Lane said they lost a family this week on Columbia Road <br />in a fire. Stores sell fireplace units that have heaters and logs. Catalogs sell log sets that <br />look like real logs and generate heat. He sees these at Big Lots and at 011ie's. No one <br />talks about these; they only talk about carbon monoxide which is probably another <br />number one killer during the winter. He asked if anyone knows how their houses are <br />wired. He explained the wiring system in his house. He said there is resistance in wire <br />and the longer it is, the more resistance. He said he is not sure how the family died, but <br />he knows that it was electrical fire. He said he bets dimes to dollars that someone left an <br />electrical heater on in that house. He has made serious corrections to the wiring in his <br />house. He cautioned everyone on electrical heater use. Councilwoman Hemann <br />informed Council that the family will have their calling hours tomorrow evening at <br />Chambers Funeral Home. <br />LEGISLATION <br />Resolution 2015 -1 introduced by Mayor Kennedy was given its second reading. A <br />Resolution authorizing the Director of Public Service to advertise for bids for the award <br />of a contract to provide asphalt resurfacing and related repairs upon city streets, as <br />detailed in the specifications on file with the Engineer, and authorizing the Mayor, <br />following approval of the Board of Control, to contract for the same with the lowest and <br />best bidder. <br />Resolution 2015 -2 introduced by Mayor Kennedy was given its second reading. A <br />Resolution authorizing the Director of Public Service to advertise for bids for the award <br />of a contract to provide cracksealing on various streets at various locations in the city, as <br />detailed in the specifications on file in the Service Department, and authorizing the <br />0 <br />
