Council Minutes of 02-17-2015 <br /> Jones; Council members Barker, Brossard, Kearney and Schumann; Mayor Kennedy; <br /> Planning/Development Director and guests. <br /> • Discussed was Resolution 2015-10 which is a Resolution dispensing with the RFP <br /> process and authorizing the Mayor to enter into a contract with Cuyahoga <br /> County/The Cuyahoga County Engineer for the purpose of providing inspection <br /> services for bridges and culverts, and declaring an emergency. Director Wenger <br /> explained that the State of Ohio requires that the City perform annual inspections <br /> on bridges and culverts and submit a report to the state with the findings. The <br /> State also requires a detailed inspection report every five years. The City has <br /> worked with the County Engineer for the past five years to perform such <br /> inspections as they have the expertise in this area. The County Engineer serves as <br /> the City's consultant for these inspections. Once the inspections are complete, the <br /> City is provided with a report outlining the necessary repairs and improvements, <br /> making it easier to prepare, budget and prioritize necessary projects. The total <br /> cost of consulting services is $12,654.13. A motion was made to recommend <br /> approval of Resolution 2015-10 to all of Council with suspension, and that motion <br /> passed passed 3-0. The meeting concluded at 7:17 p.m. <br /> Councilman Schumann, Chairman of the Building, Zoning & Development Committee: <br /> The BZD Committee met on Tuesday, February 10, 2015 at 7:00 p.m. Present were <br /> committee members Schumann, Barker and Williamson; Council President Jones; <br /> Council members Brossard, Hemann, Kearney and Limpert; Mayor Kennedy and <br /> Planning/Development Director Wenger. <br /> • Discussed was CMS142564 Verizon Wireless proposal to build a 25,000 square <br /> foot building between the former Remington College and Chuck-E-Cheese. <br /> Variances were granted by the Planning and Design Commission for lot coverage, <br /> front setback and a lack of a loading space. Ryan Crandall, the architect for the <br /> plan, also spoke. The committee voted 3-0 to recommend approval of <br /> CMS142564 Verizon Wireless to Council subject to conditions set by the <br /> Planning and Design Commission regarding variances and resealing of the lot <br /> within one year or a plan submitted within a year for the Remington Building and <br /> the lot to be included in that. <br /> Councilman Schumann made a motion to approve CMS142564 Verizon Wireless subject <br /> to the conditions set forth by the Planning and Design Commission. The motion was <br /> seconded by Councilman Barker and passed unanimously. CMS142564 Verizon <br /> Wireless approved 5-0. <br /> Councilwoman Hemann, Chairwoman of the Intra-Governmental Relations Committee: <br /> The Intra-Governmental Committee met Tuesday, February 17, 2015 at 7:15 p.m. <br /> Present were committee members Hemann and Kearney; Mayor Kennedy, Safety/Service <br /> Director and guests. <br /> • Discussed were the Mayor's reappointments of Walter Spalding and Jeff Herwick <br /> to the CRA Housing Council for the terms January 1, 2015 through December 31, <br /> 2017. This is required based on the passage of Ordinance 2014-51 which created <br /> 2 <br />
