Council Minutes of 04-21-2015 <br /> Director of Law Gareau: <br /> • He briefed Council on the 2014 number of prosecutions for the City of North <br /> Olmsted in both Rocky River Municipal Court and North Olmsted Mayors Court. <br /> Director of Finance Copfer: <br /> • She sent Council and the Administration the month ending and year-to-date <br /> February 28, 2015 reports prior to the last Council meeting. Contact her with any <br /> questions and concerns. <br /> • She developed the calculations of the operating and capital payments due in 2015 <br /> with Fairview Park for their share of the sewer usage. She, the Law Director and <br /> the city's bond counsel negotiated any changes necessary to amend the capital <br /> agreement with Fairview Park officials this week. They have to wait until the <br /> final project is complete to get the final dollar amount to set the repayment <br /> amount, but they are on board with where it's at now and they feel it's a close <br /> estimate. <br /> • She and Assistant Finance Director Sperling met with three of the city's banks to <br /> discuss increasing efficiency and reducing costs. They have all been very helpful <br /> thus far. She plans on circulating an RFP in early summer for banking services. <br /> Councilman Barker, Chairman of the Public Safety, Health & Welfare Committee: <br /> He made a motion to accept the Fact Finder's Report and Recommendation dated April <br /> 16, 2015 for the City of North Olmsted and the Ohio Patrolman's Benevolent <br /> Association. The motion was seconded by Councilwoman Williamson and passed <br /> unanimously. Fact Finder's Report accepted 7-0. <br /> The Public Safety, Health and Welfare Committee met on April 14, 2015 at 8:25 p.m. <br /> Present were committee members Barker, Williamson and Brossard; Council members <br /> Hemann, Kearney, Limpert and Schumann; Safety/Service Director Glauner and guests. <br /> • Discussed was Resolution 2015-27 which is a Resolution authorizing the Mayor <br /> to enter into a two year contract with Lexipol, LLC in order to provide for <br /> department policy manuals and daily training bulletins for the North Olmsted <br /> Police Department, and declaring an emergency. Lexipol, LLC will — through <br /> email and mailings — make sure the Department is kept current with changes in <br /> the laws. They will also provide testing for all personnel. It will be tracked by all <br /> personnel signing in and reviewing the manuals and training tests. This will help <br /> the support staff and the Chief keep current with Federal, State and local laws. <br /> Director Glauner gave the Committee a brief description of all things that <br /> Lexipol, LLC will be doing. The cost is $7,900 the first year, $6,300 the second <br /> year and the $1,085 supplemental fee was waived. A motion was made by <br /> Councilman Barker to recommend approval of 2017-27 with suspension. The <br /> motion was seconded by Councilwoman Williamson and passed unanimously. <br /> The meeting was adjourned at 8:31 p.m. <br /> Councilman Barker took a moment of personal privilege to thank the Administration for <br /> putting Brian Johnson's name on the city sign. He grew up in North Olmsted and <br /> currently lives in Parma. He is his wife's second cousin. He finished in the top twelve <br /> on the T.V. show The Voice.
