Council Minutes of 04-21-2015 <br /> Councilman Kearney, Chairman of the Finance Committee: <br /> The Finance Committee met Tuesday, April 14, 2015 at 7:30 p.m. Present were <br /> committee members Kearney, Schumann and Barker; Council President Jones; Council <br /> members Brossard, Hemann, Limpert and Williamson; Finance Director Copfer. <br /> • Discussed first was Ordinance 2015-23 which is an Ordinance establishing and <br /> fixing the compensation for Council at-Large members for the term of office <br /> commencing January 1, 2016 through December 31, 2019 and declaring an <br /> emergency. The committee voted 3-0 to recommend approval of Ordinance <br /> 2015-23 <br /> • Discussed next was Ordinance 2015-29 which is an Ordinance amending the rates <br /> of compensation for various administrative and legislative personnel for the years <br /> 2015, 2016 and 2017 by establishing support personnel under the Division of <br /> Aging (Section 5C, 6), Correction Officers part-time, and support personnel under <br /> the Division of Police (Section 8B 5 and 6); and to amend the established rates for <br /> support personnel under the Division of Public Works and Division of Fleet; and <br /> to otherwise restate, with various technical corrections, the compensation rates <br /> and descriptions for various administrative and legislative personnel for the years <br /> 2015, 2016 and 2017, and declaring an emergency. The committee voted 3-0 to <br /> recommend approval of Ordinance 2015-29 with suspension. <br /> • Discussed last was Ordinance 2015-30 which is an Ordinance to make and <br /> transfer appropriations for current expenses and other expenditures for the City of <br /> North Olmsted for the year ending December 31, 2015, and declaring an <br /> emergency. This is general housekeeping with few transfers. The committee <br /> voted 3-0 to recommend approval of Ordinance 2015-30 with suspension. Since <br /> then, the Mayor has requested an increase in the street resurfacing project and the <br /> permanent improvement fund to make up for a bid shortfall of $102,625 that <br /> needs to be funded or else the number of streets scheduled to be done will have to <br /> be reduced. <br /> Councilman Kearney made a motion to amend Ordinance 2015-30. The motion was <br /> seconded by Councilman Barker and passed unanimously. Ordinance 2015-30 amended <br /> 7-0. <br /> Councilman Brossard, Chairman of the Recreation, Public Parks & Buildings Committee: <br /> The Recreation Committee met Tuesday, April 14, 2015 at 7:58 p.m. Present were <br /> committee members Brossard, Kearney and Schumann; Council President Jones; Council <br /> members Barker, Hemann, Limpert and Williamson; Finance Director Copfer, <br /> Safety/Service Director Glauner, Planning/Development Director Wenger and guests. <br /> • Discussed was Resolution 2015-22 which is a Resolution authorizing the Director <br /> of Planning and Development to advertise for bids for the award of a contract to <br /> provide construction for the North Olmsted Facility Signage Project, as detailed in <br /> the specifications on file in the Planning Department, and authorizing the Mayor, <br /> following approval of the Board of Control, to contract for the same with the <br /> lowest and best bidder. A lengthy summary of the proposed project was given by <br /> Director Wenger as well as drawings of design examples of the proposed signs <br /> 3 <br />
