Council Minutes of 05-06-2015 <br /> Bicentennial year. The committee voted 3-0 to recommend approval of <br /> Resolution 2015-33 with suspension. <br /> • Discussed last was Resolution 2015-34 which is a Resolution approving of and <br /> authorizing the Mayor to enter into a Collective Bargaining Agreement with the <br /> Ohio Patrolman's Benevolent Association, for the Dispatchers, for the period <br /> January 1, 2015 through December 31, 2017, and declaring an emergency. The <br /> committee voted 3-0 to recommend approval of Resolution 2015-34 with <br /> suspension. <br /> Councilman Limpert, Vice-Chairman of the Intra-Governmental Relations Committee: <br /> The Intra-Governmental Relations Committee met Tuesday, April 28, 2015 at 7:35 p.m. <br /> Present were Committee members Hemann, Limpert and Kearney; Council President <br /> Jones; Council members Barker, Schumann and Williamson; Mayor Kennedy, Law <br /> Director Gareau, Human Resources Director Farver, School Board Member Grodin and <br /> guests. <br /> • Discussed was Resolution 2015-36 which is a Resolution urging the Governor of <br /> Ohio and the Ohio General Assembly to change or enact state law that ensures <br /> greater accountability for Ohio's charter/community schools and responsible <br /> funding for traditional public schools and declaring an emergency. The <br /> committee discussed the Resolution and addressed questions to Mr. Grodin. <br /> Groden's responses were met with additional questions from all in attendance as <br /> the subject is one of great importance to all sectors of leadership within the <br /> community. Grodin explained, in detail, the financial loss to the North Olmsted <br /> School District as outlined in the legislation and in contrast to the extreme gain in <br /> financial assistance to charter schools. Groden also addressed the lack of <br /> accountability that exists within the charter school system as well as their general <br /> lack of performance regarding education needs of students that opted to attend <br /> charter schools. Councilman Kearney made a motion to recommend approval of <br /> Resolution 2015-36. The motion was seconded by Councilman Limpert, and the <br /> committee voted 3-0 to recommend approval with suspension. The meeting was <br /> adjourned at 8:08 p.m. <br /> Councilman Limpert made a motion to amend Resolution 2015-36 to add two additional <br /> clauses regarding charter school funding increase opposed to public school funding <br /> decreases, and to make Ohio's charter schools financially accountable and transparent. <br /> The motion was seconded by Councilman Kearney and passed unanimously. Resolution <br /> 2015-36 amended 6-0. <br /> AUDIENCE PARTICIPATION <br /> David Dillon, 31143 Lily Lane said he's the Scouting Coordinator between the Kiwanis <br /> Club of North Olmsted and the Boy Scout troop. He is concerned that the Mayor's race <br /> is scheduled on June 6th during All-Scouts Weekend. He is further concerned that beer <br /> will be served at the Mayor's race as well, especially when there will be a lot of young <br /> people around. He feels it's a conflict to have these two events scheduled at the same <br /> time. Mayor Kennedy said they won't be near the scouts. Furthermore, he thought with <br /> the attendance of the Scouts weekend being smaller, the more people that can be brought <br /> 3 <br />
