Council Minutes of 05-06-2015
to the park will be better for the scouts. The fact that there may be a couple hundred
runners that go check out the scouts' event might be good for scouting. Dillon asked the
Mayor if he discussed the scheduling of his race with the scouts group and Kennedy
replied no. Mayor Kennedy said it's a public park and there are other events that go on at
the same time. Dillon told Mayor Kennedy that he could have scheduled his race at
another time. The All-Scouts Weekend has a hard enough time getting scouts there. His
main objection is that they are serving an alcoholic beverage at the race. He asked who
authorized this. Mayor Kennedy said they got a permit; probably from the Safety
Department.
Marge Bartick, 31063 Lily Lane said Cinnamon Way is in terrible condition.
Councilman Schumann came out to take pictures, and said that Cinnamon Way is low on
the list of being repaired. She gave Council her digital camera to view the pictures of the
street. Mayor Kennedy said he spoke to Bartick earlier in the year about Cinnamon Way
and South Barton. He believes South Barton may be on the schedule to be repaired next
year. He believes he also E-mailed the street rating list to Bartick and she confirmed that
he did. He has not driven out to Cinnamon Way, but he will do that tomorrow. He
knows that the city has done work there such as patching holes. Bartick said the city has
not and Director Glauner said the city has not done Cinnamon Way yet. Bartick said in
2009, she and her neighbor were told that Barton would be repaved in 2010 and it's still a
mess. The city lays the asphalt down, pats it with a shovel and leaves. She asked why
the city did not bring the roller out this year. Mayor Kennedy said the city has a hot box
which is different than cold patch. Bartick said that Councilman Schumann told her the
city has a roller, and Mayor Kennedy confirmed this. He said they are patching the
streets with a hot box which is much more permanent than cold patch. Bartick said the
cold patch is coming right back up. Mayor Kennedy said he will be out there tomorrow
to look at the streets.
Pat Dillon, 31143 Lily Lane said regarding the street, the gentleman that does the
patching needs to supervise the crew. Only two-thirds of the potholes were done. There
are also two street drains that are collapsing. There are cracks that run east and west
when you come into Cinnamon Way. The street has sank and there are several wide
horizontal cracks. She requested that the city address this. She publicly thanked the
North Olmsted Fire Dept. and Police Dept. This past year, several people on her street,
including her and her husband, have had to use these services, and the gentlemen that
have responded have been very professional, competent, thorough and compassionate.
She specifically thanked one of the responding firemen who told her that her husband
should be in a trauma room when he gets to the emergency room at Fairview Hospital,
and sure enough he was admitted to a trauma room. She spoke about intersections that
are equipped with technology that control stop lights to assist police and fire vehicles
through traffic intersections more safely. There was almost a very bad accident between
a rescue truck and cars at the intersection of Lorain Road and Crocker/Stearns. This
afternoon she witnessed another accident at this intersection. The Lorain Road and
Butternut Ridge intersection is also dangerous as well as the Dover Center intersection
and the Brook Park Road intersection. She requested that the city equip these
intersections with the technology to make these intersections safer for emergency vehicle
travel. Mayor Kennedy said they are in the process of signalization improvements. This
is a ten million dollar project of which the city is paying two million.
4
