Council Minutes of 06-16-2015 <br /> • Also discussed were amendments to the Rules of Council. The first was to add to <br /> Rule 35, Motion to Lay on the Table, the following langage: Any ordinance or <br /> resolution not acted upon by the Council shall be tabled without further vote of <br /> Council one year after the date of introduction and first reading. <br /> Councilman Barker made a motion to amend Rule 35. The motion was seconded by <br /> Councilman Kearney and passed unanimously. Rule 35 amended 6-0. <br /> • The second amendment was to add to Rule 40, Preparation of Legislation, the <br /> following language: In order that adequate time may be given to the preparation <br /> of the agenda and to comply with Ohio's Open Meetings Laws governing <br /> advance notification, legislation shall be presented to the Clerk of Council not <br /> later than 1:00 p.m. on the Friday preceding the meeting at which such <br /> legislation is to be introduced. <br /> Councilman Barker made a motion to amend Rule 40. The motion was seconded by <br /> Councilwoman Williamson and passed unanimously. Rule 40 amended 6-0. <br /> The Committee of the Whole adjourned at 8:48 p.m. <br /> Councilman Barker, Chairman of the Public Safety, Health& Welfare Committee: <br /> The Public Safety, Health and Welfare Committee met on Tuesday, June 9, 2015 at 7:15 <br /> to 7:20 p.m. and reconvened from 7:47 p.m. to 7:56 p.m. due to a fire alarm. Present <br /> were committee members Barker, Williamson and Brossard; President of Council Jones; <br /> Council members Kearney, Limpert and Schumann; Law Director Gareau, Safety/Service <br /> Director Glauner and guests. <br /> • Discussed first was liquor permit no. 9034890 a transfer to Travelers Grill Second <br /> Floor and Deck located at 24532 Lorain Road. Sgt. Wagner of the North <br /> Olmsted Police Dept. had no objections to this request. Councilman Barker <br /> made a motion to not object to this liquor permit transfer. The motion was <br /> seconded by Councilwoman Williamson, and the vote was 2-0 to not object. <br /> Councilman Barker made a motion to not object to liquor permit no. 9034890 a transfer <br /> to Travelers Grill Second Floor and Deck located at 24532 Lorain Road. The motion was <br /> seconded by Councilwoman Williamson and passed unanimously. No objection to the <br /> liquor permit transfer by a vote of 6-0. <br /> Discussed next was Ordinance 2015-42 which is an Ordinance amending Section <br /> 555.03(k) of Chapter 555 (Noise Control) of the General Offenses Code, entitled <br /> "Specific Prohibitions," in order to regulate the operation of lawn mowers on public <br /> property. There was discussion with the North Olmsted Schools to change the starting <br /> time from 8:00 a.m. to 7:00 a.m. to allow the maintenance crew to cut grass an hour <br /> earlier in time for when the children come outside for recess. He and Councilwoman <br /> Williamson had issues with the earlier start time for residents who live around the school <br /> properties. The suggestion was made to change the earlier start time from "all year" to <br /> just "when school is in session". The amendment would read as follows: and on public <br /> park, recreational facilities, including golf courses, and school property, between the <br /> 3 <br />
