Council Minutes of 06-16-2015 <br /> LEGISLATION <br /> Resolution 2015-41 introduced by Mayor Kennedy was given its third reading. A <br /> Resolution adopting the Alternative Tax Budget of the City of North Olmsted for the <br /> fiscal year beginning January 1, 2016, and submitting the same to the County Fiscal <br /> Officer, and declaring an emergency. Councilman Kearney moved for adoption. The <br /> motion was seconded by Councilman Barker and passed unanimously. Resolution 2015- <br /> 41 adopted 6-0. <br /> Ordinance 2015-42 introduced by Mayor Kennedy was given its second reading. An <br /> Ordinance amending Section 555.03(k) of Chapter 555 (Noise Control) of the General <br /> Offenses Code, entitled "Specific Prohibitions," in order to regulate the operation of lawn <br /> mowers on public property, as amended. <br /> Resolution 2015-43 introduced by Mayor Kennedy was given its second reading. A <br /> Resolution authorizing the Mayor to enter into a contract with LK Heating & Cooling, <br /> Inc. to perform maintenance services upon the heating and cooling equipment at various <br /> city buildings, and declaring an emergency. Councilman Kearney made a motion to <br /> suspend the rule requiring three readings as this was discussed in committee. The motion <br /> was seconded by Councilman Schumann and passed unanimously. Councilman Kearney <br /> moved for adoption. The motion was seconded by Councilman Schumann and passed <br /> unanimously. Resolution 2015-43 adopted 6-0. <br /> Ordinance 2015-44 introduced by Mayor Kennedy was given its second reading. An <br /> Ordinance providing for the submission of an amendment to the electors of the City of <br /> North Olmsted to Article IX, Section 4 of the Charter of the City of North Olmsted to <br /> eliminate the necessity of a primary election in the event that more than six (6) candidates <br /> file a petition for nomination of a candidate for the office of Council at-Large, and <br /> declaring an emergency. <br /> Ordinance 2015-45 introduced by Mayor Kennedy was given its second reading. An <br /> Ordinance providing for the submission of an amendment to the electors of the City of <br /> North Olmsted to Article IV, Section 2 of the Charter of the City of North Olmsted to <br /> amend the residency requirement for City Council Ward Members, and declaring an <br /> emergency. <br /> Ordinance 2015-46 introduced by Mayor Kennedy was given its second reading. An <br /> Ordinance providing for the submission of an amendment to the electors of the City of <br /> North Olmsted to Article VII, Sections 1 and 4 of the Charter of the City of North <br /> Olmsted to eliminate the Board of Building Code Appeals (Art. VII, Section 1) and <br /> Board of Zoning Appeals (Art. VII, Section 4) and to create a new Article VII, Section 1 <br /> by merging the two boards into a new "Building and Zoning Board of Appeals", and <br /> declaring an emergency. <br /> Ordinance 2015-47 introduced by Mayor Kennedy was given its second reading. An <br /> Ordinance providing for the submission of an amendment to the electors of the City of <br /> North Olmsted to Article VII, Section 2 of the Charter of the City of North Olmsted to <br /> entirely repeal Section 2(e) of Article VII and create a new and revised Section 2(e) of <br /> 5 <br />
