Council Minutes of 06-02-2015 <br /> • Discussed next was Ordinance 2015-39 which is an Ordinance amending and <br /> restating Section 957.01 of Chapter 957 (Alcoholic Beverages on Public Grounds) <br /> of the Codified Ordinances of the City of North Olmsted in order to extend the <br /> established system for approvals of alcoholic beverage service and consumption <br /> at special public events on public grounds, and declaring an emergency. There <br /> was discussion on whether Council wants to allow the Administration to be able <br /> to approve all entities requesting to have alcohol at events on city properties. The <br /> Administration agreed to do some more research with other cities to see how they <br /> handle this situation. The city presently allows beer at Homecoming and for <br /> approved functions by the Safety Director at the Community Cabin. Council <br /> agreed unanimously to hold this legislation in committee until more information <br /> is provided. The meeting was adjourned at 8:17 p.m. <br /> The Finance Committee met Tuesday, May 26, 2015 at 6:45 p.m. Present were <br /> committee members Kearney, Schumann and Barker; Council President Jones; Council <br /> members Brossard, Hemann and Limpert; Mayor Kennedy, Finance Director Copfer and <br /> Safety/Service Director Glauner. <br /> • Discussed first was Ordinance 2015-40 which is an Ordinance to make and <br /> transfer appropriations for current expenses and other expenditures for the City of <br /> North Olmsted for the year ending December 31, 2015. (Worksheet attached). <br /> The committee voted 3-0 to recommend approval of Ordinance 2015-40 with <br /> suspension. <br /> • Discussed next was Resolution 2015-41 which is a Resolution adopting the <br /> Alternative Tax Budget of the City of North Olmsted for the fiscal year beginning <br /> January 1, 2016, and submitting the same to the County Fiscal Officer, and <br /> declaring an emergency. The committee voted 3-0 to recommend approval of <br /> Resolution 2015-41. <br /> Councilman Kearney made a motion to amend Ordinance 2015-40. The motion was <br /> seconded by Councilman Schumann and passed unanimously. Ordinance 2015-40 <br /> amended 6-0. <br /> AUDIENCE PARTICIPATION <br /> Dennis Lambert, 25057 Carey Lane says it gives him great pleasure to be present on All <br /> Scouts night and hear the formalities organized by Mike Fioritto and to see those people <br /> that work with the Scouts and give their time to them. He referenced 2015-43 discussed <br /> in Caucus. He addressed President Jones and said she took an official motion from <br /> Council during Caucus to suspend the legislation. He said he didn't think she intended to <br /> do it that way, but it's inappropriate to do that during a Caucus meeting. The motion <br /> doesn't mean anything in Caucus, and shouldn't have been taken. A "straw poll" can be <br /> taken, but business is done on the Council floor. President Jones stated that the Council <br /> members are well aware of their rights, positions and what they can and can't do — not <br /> only on the floor of Council but also in a public meeting such as a Caucus meeting which <br /> is public and recorded. She asks for motions and addresses people by name in that <br /> meeting so that if a resident or another person wishes to request the Caucus recording to <br /> see what is discussed, she needs to have that be vocally announced. <br /> 3 <br />
