Council Minutes of 09-01-2015 <br /> and 100% five-year survival rate after that and a post ten-year survival rate. <br /> Councilman Kearney commented as a prostate cancer survivor, he believes the <br /> Resolution is great and is much needed. Councilwoman Hemann stated that she is <br /> pleased to see more awareness being promoted for men's health in general, <br /> specifically cancer-related issues. Councilwoman Hemann made a motion to <br /> recommend approval of Resolution 2015-64. The motion was seconded by <br /> Councilman Kearney, and the committee voted 2-0 to recommend approval of <br /> Resolution 2015-64. The meeting was adjourned at 7:38 p.m. <br /> AUDIENCE PARTICIPATION <br /> Henry Gabriel, 4685 Canterbury Road said he was at a former Council meeting for the <br /> same problem which is car horn noise coming the Morris dealership. He thanked <br /> Councilman Brossard and Law Director Gareau for contacting Robert Morris. The car <br /> horn noise has become worse. He called the police last Thursday because of the noise. <br /> The explanation from Morris is that these are tire pressure tests making the noise. The <br /> noise is not due to tire pressure tests. Car horns are warning devices, and that's what they <br /> hear all day from 8:00 a.m. until 6:00 p.m. The prior owner, Great Northern Dodge, did <br /> not make noise like this. There is software available that Morris can use to find cars with <br /> radio signals instead of using horns. Gabriel asked how the Ordinances apply to this. <br /> Does the dealership have to be caught in the act, or are complaints enough? Gareau said <br /> they have to be caught committing the offense — using the car horns — in order to be <br /> violated for this. Basing it on the complaint alone would be difficult because the police <br /> would not know who is doing it, where it's coming from, etc. The police issues citations <br /> for violations like this that would take place in their presence. Gabriel said there are <br /> hundreds of car horn noises coming from Morris, and they are not being judicial about <br /> this situation. He thanked the city for helping and said he appreciates it. Councilman <br /> Brossard thanked Gabriel for doing the research on the software that's available, and he <br /> will approach Morris and ask them if they are aware of the software and consider using it. <br /> Mayor Kennedy said he will call Robert Morris tomorrow. <br /> Dennis Lambert, 25057 Carey Lane addressed the letter of communication signed by <br /> Councilman Brossard that was read at the August 18, 2015 Council meeting. He said he <br /> and Councilman Brossard have a personal dispute about an issue that originated with him <br /> receiving something from Councilman Brossard. He will not go into further detail <br /> because to him, it's a personal matter that he pursued in a personal way. The letter is not <br /> relevant to the business of Council. Lambert referenced the hearing to remove former <br /> Chairman Ubaldi from the Civil Service Commission. There was not one shred of <br /> evidence that Ubaldi did anything wrong. Councilman Brossard voted in favor of <br /> punitive action that would have gone on Ubaldi's permanent record when there was not <br /> one shred of evidence that he did anything wrong. It was a vicious and thoughtless act to <br /> do that to Ubaldi. Lambert said his letter to Councilman Brossard's employer is a private <br /> letter, and if he had no doubts about Brossard he would have thrown it away. He said he <br /> thought he would bring that out in retrospect while Councilman Brossard is busy <br /> reprimanding him for something the thought Lambert did to him when what Councilman <br /> Brossard's vote could have been damaging for life to Ubaldi. Gareau said he does not <br /> understand what Ubaldi's situation has to do with what Councilman Brossard addressed. <br /> 4 <br />
