Council Minutes of 09-15-2015 <br /> Director of Law Gareau: <br /> • On September 9, 2015, he issued a legal opinion concerning the request of <br /> Council for an opinion on whether or not the minority party reference inside the <br /> Charter is a non-substantive change. This originated during discussions by the <br /> Charter Review Commission and was forwarded to City Council. He believes <br /> that since the city has gone to a non-partisan election process, that that particular <br /> section can be deemed non-substantive in character and corrected via a process <br /> other than going before the electorate to modify the Charter. If Council wishes to <br /> proceed further, a legislative request would be submitted. <br /> Director of Finance Copfer: <br /> • No report. <br /> Councilman Kearney, Chairman of the Finance Committee: <br /> The Finance Committee met Tuesday, September 8, 2015 at 7:00 p.m. Present were <br /> committee members Kearney, Schumann and Barker; Council members Hemann and <br /> Limpert; Safety/Service Director Glauner and guests. <br /> • Discussed was Resolution 2015-72 which is a Resolution authorizing the Director <br /> of Public Service to advertise for bids for diesel fuel and gasoline products for use <br /> by the City of North Olmsted, as per specifications on file, and authorizing the <br /> Mayor, after approval of the Board of Control, to enter into a contract to purchase <br /> such products. The committee voted 3-0 to recommend approval of Resolution <br /> 2015-72. <br /> Councilwoman Williamson, Chairwoman of the Streets & Transportation Committee: <br /> The Streets & Transportation Committee met Tuesday, September 8, 2015 at 7:07 p.m. <br /> Present were committee members Williamson, Hemann and Limpert; Council members <br /> Barker, Kearney and Schumann; Safety/Service Director Glauner and guests. <br /> • Discussed first was Resolution 2015-70 which is a Resolution authorizing the <br /> Director of Public Service to advertise for bids for the purchase of 5,000 tons of <br /> stone for various Service Department needs throughout the city as detailed in the <br /> specifications on file, further authorizing the Mayor to enter into a contract with <br /> the lowest and best bidder(s) to purchase said stone, after Board of Control <br /> Approval. Director Glauner explained that this is a biannual contract that is bid <br /> every other year with a two-year option attached. The stone will be ordered from <br /> and delivered by the contractor in the amounts designated by the city on an as <br /> needed basis. The current contract expires March 2016. The committee voted 3- <br /> 0 to recommend approval of Resolution 2015-70. <br /> • Discussed last was Resolution 2015-71 which is a Resolution authorizing the <br /> Director of Public Service to advertise for bids for the purchase of 5,000 tons of <br /> asphalt materials for various Service Department needs throughout the city as <br /> detailed in the specifications on file, further authorizing the Mayor to enter into a <br /> contract with the lowest and best bidder(s) to purchase said materials, after Board <br /> of Control approval.
