Council Minutes of 09-15-2015 <br /> coat, cold patch and crack sealing materials. The materials for this project will <br /> also be picked up on an as needed basis. The current contract expires in March <br /> 2016. The committee voted 3-0 to recommend approval of Resolution 2015-71. <br /> The meeting was adjourned at 7:15 p.m. <br /> Councilman Barker, Vice-Chairman of the Building, Zoning & Development Committee: <br /> The BZD Committee met on Tuesday, September 15, 2015 at 7:15 p.m. Present were <br /> committee members Barker and Williamson; Council President Jones; Council members <br /> Brossard, Kearney and Hemann; and Planning Development Director Wenger. <br /> • Discussed was CMS15-4158 Chad Varanese/Auto Repair Restoration shop <br /> located at 29374 Lorain Road (formally Fire Station #2 and a motorcycle <br /> restoration business). Director Wenger discussed the conditional use permit <br /> required due to the fact that the last permit was motorcycle only. The Planning & <br /> Design Commission set forth two conditions: there will be no painting and noise <br /> levels will be within all city ordinances. Councilman Barker made a motion to <br /> recommend approval of CMS15-4158. The motion was seconded by <br /> Councilwoman Williamson, and the committee voted 3-0 to recommend approval. <br /> The meeting was adjourned at 7:28 p.m. <br /> Councilman Barker made a motion to approve CMS15-4158 Chad Varanese/Auto Repair <br /> Restoration shop located at 29374 Lorain Road. The motion was seconded by <br /> Councilman Limpert and passed unanimously. CMS 15-4158 approved 6-0. <br /> Councilman Barker took a moment of personal privilege to commend the city for their <br /> hard work cleaning out the culvert/ditch at the Lebern lift station. <br /> AUDIENCE PARTICIPATION <br /> Jim Lentz, North Olmsted Community Council President, thanked the Mayor, Council, <br /> Service Dept., Recreation staff, Senior Center staff and auxiliary police officers for their <br /> support and contribution to the Community Council and recapped the Homecoming <br /> festival. It was the best so far in terms of the money raised, the car show, parade size and <br /> Midway. <br /> Dennis Lambert, 25057 Carey Lane agreed with the non-substantive Charter changes. <br /> Law Director Gareau was correct about this. He said a former Charter Review <br /> Commission and Council placed gender neutral language changes on the ballot and it <br /> passed, but it probably didn't have to go on the ballot. Lambert said he had the <br /> opportunity to discuss the five Charter amendments during Homecoming weekend. In <br /> the last three Charter Review Commissions, there has not been one Charter Review <br /> recommendation that has not limited the public's decision making with the operation of <br /> the government, tried to do away with checks and balances and tried to modify things in <br /> favor of elected officials as opposed to bringing them to the people for choice. When he <br /> and Dubowski served as the Charter Review Chairmen prior to that, they had a mixture of <br /> Charter changes that enhanced the public's access to the government and restricted some <br /> elected officials. Lambert said he had a conversation with Charter Review Commission <br /> member, Bill Brake, regarding the recommendation he submitted prohibiting the Law <br /> 3 <br />
