Lambert said no, the idea came about when <br /> former Law Director Dubelko was with the city. People have to have a choice. <br /> Law Director Gareau said that the ethical code that governs attorneys in the state of Ohio <br /> is very explicit on conflicts of interest. It couldn't be more clear about an attorney <br /> representing two entities in the same transaction being a grave violation of the ethical <br /> code. This is a code he takes very seriously. This conflict of interest is a non-issue, and <br /> that's why the Charter Review Commission did not recommend this to Council. Lambert <br /> asked Gareau if his father represented clients coming before boards and commissions <br /> while serving as Law Director at the same time. Gareau said no. Gareau asked if <br /> Lambert had something specific in mind. Lambert said no, he was told that former Law <br /> Director Gareau has appeared before the boards and commissions with, perhaps, <br /> applications for clients. Gareau told Lambert if he is going to accuse someone of <br /> committing some sort of an ethical breach, come forward with something other than some <br /> anonymous person or hearsay. <br /> LEGISLATION <br /> Ordinance 2015-67 introduced by Councilman Schumann on behalf of himself and <br /> Councilman Barker was given its second reading. An Ordinance enacting new Chapter <br /> 949 of the Streets, Utilities and Public Services Code entitled "Animal Control and <br /> Nuisance Abatement" in order to establish procedures for animal control and cost <br /> recovery, as amended. Councilman Barker made a motion to suspend the rule requiring <br /> three readings. The motion was seconded by Councilwoman Williamson and passed <br /> unanimously. Ordinance 2015-67 adopted 6-0. <br /> Resolution 2015-70 introduced by Mayor Kennedy was given its second reading. A <br /> Resolution authorizing the Director of Public Service to advertise for bids for the <br /> purchase of 5,000 tons of stone for various Service Department needs throughout the city <br /> as detailed in the specifications on file, further authorizing the Mayor to enter into a <br /> contract with the lowest and best bidder(s) to purchase said stone, after Board of Control <br /> Approval. <br /> Resolution 2015-71 introduced by Mayor Kennedy was given its second reading. A <br /> Resolution authorizing the Director of Public Service to advertise for bids for the <br /> purchase of 5,000 tons of asphalt materials for various Service Department needs <br /> throughout the city as detailed in the specifications on file, further authorizing the Mayor <br /> to enter into a contract with the lowest and best bidder(s) to purchase said materials, after <br /> Board of Control approval. <br /> Resolution 2015-72 introduced by Mayor Kennedy was given its second reading. A <br /> Resolution authorizing the Director of Public Service to advertise for bids for diesel fuel <br /> and gasoline products for use by the City of North Olmsted, as per specifications on file, <br /> and authorizing the Mayor, after approval of the Board of Control, to enter into a contract <br /> to purchase such products. <br /> 4 <br />
