Council Minutes of 11-04-2015 <br /> and there is a transfer into each fund from the 27th pay fund to cover these <br /> additional appropriations. <br /> The other transfers can be categorized as follows: <br /> • Cover vacation buyouts for non-bargaining that were not allowed at the time of <br /> the original appropriations. <br /> • Increases or decreases in expenditures from corresponding to higher or lower <br /> expected revenues, most notably the Mayors Court exceeding volume anticipated <br /> and recreation reducing expenses to cover lower than estimated fitness <br /> membership and program revenues. <br /> • Part-time wages for staff that were not in original budget from the budget entry <br /> software glitch that were not caught at the time. <br /> • Changes in hospitalization costs during the year by staff <br /> • Changes in division needs such as larger prisoner claims, additional street lighting <br /> expense, a FEMA grant for EMS jackets, and higher than expected utilities such <br /> as in the Waste Water Treatment Plant and system. <br /> There were several amendments from first reading that were corrections of errors in the <br /> original Ordinance that were incorporated and approved. The committee voted 3-0 to <br /> recommend approval of Ordinance 2015-95 with suspension. <br /> Councilman Limpert took a moment of personal privilege to announce that the <br /> Landmarks Committee is hosting the placement of a plaque on the Knight-Biddulph <br /> home on November 21, 2015 at 11:00 a.m. They had a very successful plaque event of <br /> the Seltzer House earlier this year. <br /> Law Director Gareau reminded Council that they passed legislation several years ago to <br /> create the 27th pay program. Before that, Council would have to scramble to find what is <br /> now $700,000 to cover the 27th pay. Now, the city is able to cover the 27th pay without <br /> feeling the pressure to find the money at the last minute. Councilman Barker agreed that <br /> this was a good measure that had been put in place. <br /> AUDIENCE PARTICIPATION <br /> Tim Smith, 6053 Sherwood Drive extended congratulations to Council members Limpert, <br /> Kearney and Williamson. He commended the Mayor and Council member Schumann on <br /> standing at the polls and distributing the commonsense explanations for the Charter <br /> issues which was very helpful. <br /> LEGISLATION <br /> Ordinance 2015-73 introduced by Mayor Kennedy was given its third reading. An <br /> Ordinance repealing Chapter 143 of the Administrative Code entitled "Boards and <br /> Commissions Generally." Councilman Schumann moved for adoption. The motion was <br /> seconded by Councilwoman Williamson and passed unanimously. Ordinance 2015-73 <br /> adopted 6-0. <br /> 3 <br />
