Council Minutes of 11-04-2015 <br /> Dennis Lambert, 25057 Carey Lane said he believes there is a grant to convert <br /> street/signal lights to LED lighting. He asked if the city has to match $8 million for this <br /> project. Mayor Kennedy said he believes the cost is $10 million altogether, with the <br /> city's portion being $2 million. Lambert asked if the city has the $2 million set aside for <br /> this. Mayor Kennedy said this project is in progress right now. Director Wenger <br /> explained that this is a long-term project that is federal aid, not really a grant, and <br /> programmed for the year 2017 which is when the capital expenditure will be budgeted. <br /> The city has been in engineering phase I for awhile now, and the benchmarks are going to <br /> be reviewed by the Ohio Department of Transportation. Lambert said then this is not part <br /> of the transfer for the end of the year and the Administration replied no. <br /> Councilman Kearney withdrew his motion to suspend the rule requiring three readings <br /> for Ordinance 2015-95. <br /> Councilman Kearney made a motion to amend Ordinance 2015-95. The motion was <br /> seconded by Councilman Barker and passed unanimously. Ordinance 2015-95 amended <br /> 6-0. <br /> Ordinance 2015-95 was read again by the Clerk of Council. <br /> Councilman Kearney made a motion to suspend the rule requiring three readings as this <br /> was discussed in the Finance Committee. The motion was seconded by Councilman <br /> Barker and passed unanimously. <br /> Dennis Lambert, 25057 Carey Lane asked that his comments he gave before be included <br /> with the passage of this Ordinance at this time. <br /> Councilman Kearney moved for adoption. The motion was seconded by Councilman <br /> Barker and passed unanimously. Ordinance 2015-95 adopted 6-0. <br /> Resolution 2015-97 introduced by Mayor Kennedy was given its second reading. A <br /> Resolution authorizing the Mayor to enter into a contract with the Cuyahoga County <br /> General Health District for the year 2016, and declaring an emergency. <br /> Ordinance 2015-99 was introduced and placed on first reading by Mayor Kennedy. An <br /> Ordinance amending the rates of compensation for various administrative and legislative <br /> personnel to become effective January 16, 2016 under the Department of Planning and <br /> Development (Section 6) by eliminating the position of Secretary and Clerk of <br /> Commissions; establishing compensation rates for the new positions of Administrative <br /> Assistant and Planner; increasing the rate of compensation for Permit Clerks under the <br /> Division of Building; and to otherwise restate the compensation rates and descriptions for <br /> various administrative and legislative personnel for the years 2015, 2016 and 2017. <br /> Ordinance 2015-100 was introduced and placed on first reading by Mayor Kennedy. An <br /> Ordinance amending and re-establishing Chapter 179 of the Administrative Code, <br /> entitled "Department of Planning and Development" in order to implement organization <br /> changes within the department. <br /> 5 <br />
