Council Minutes of 11-17-2015 <br /> Education Foundation was held this past Friday, November 15, 2015. This was <br /> also a successful event. <br /> • On November 7, 2015 a Civil Service exam was administered to establish an <br /> entry level police officer eligible list. Forty-four candidates participated and <br /> forty-two passed the test. At their meeting last night, the Civil Service <br /> Commission certified the fire lieutenant final scores. He congratulated the <br /> number-one ranked employee, Dan Coyle <br /> Director of Law Gareau: <br /> • He updated Council in the matter of James Connell vs. The City of North Olmsted, <br /> the class action flooding case. This case is still in its early stages because it was <br /> dismissed and refiled. There has been an incredible about of discovery involved <br /> over the past three years. Depositions have been taken and still continue. He <br /> feels it will be a matter of years before the city has a meaningful indication of <br /> where this case will go. He will keep Council updated as the case develops. <br /> Director of Finance Copfer: <br /> • On Thursday, November 5, 2015 she, the Mayor, the city's banker Tim Reidy and <br /> the city's Bond counsel John Larson travelled to Chicago to meet with Moody's <br /> Investor Service to present a picture of the city including what has been <br /> accomplished over the last few years identifying obstacles and solutions. <br /> Financial results were a large part of the presentation. She sent to Council this <br /> evening a copy of the rating presentation book that has a lot of good information <br /> about the city and a copy of the published Moody's Investor Service Report <br /> where they attached a Aa2 rating, which is the current rating, to the new debt and <br /> reaffirmed it on the outstanding debt. This is a good result, and in the report they <br /> cite in several areas strong financial management. This is a team effort from <br /> employees, the Mayor's Administration, and Council of which we can all be <br /> proud. She intends to sell the bonds tomorrow barring any market calamity. <br /> • She and the Law Director worked on the municipal income tax ordinance which is <br /> on first reading tonight. RITA provided a model ordinance framework to <br /> incorporate all of the state law requirements that will go into effect January 1, <br /> 2016. There were 13 areas where local law was incorporated, unique to each <br /> municipality, into the model ordinance framework. <br /> • The Administration has begun the budget process for 2016 and Finance is creating <br /> the salary and benefit projections. They have created the non-wage and benefit <br /> budget detail for divisions to begin entering. <br /> • The September year-to-date detail and summary reports are done, and she will <br /> have that and the analysis out by the end of this week. <br /> • She thanked Council for raising awareness and supporting the fight against <br /> pancreatic cancer. Seventy-two percent of patients die within one year of <br /> diagnosis and ninety-three percent in five years. It is so deadly because it is a <br /> silent disease and by the time a person exhibits symptoms, they are often already <br /> in stage 4 of the disease. This is personal to her as her mother, Rita, died in June <br /> 2014 of this terrible disease after a 17 month battle. <br /> Councilman Schumann, Vice-Chairman of the Finance Committee: <br /> 2 <br />
