Council Minutes of 11-17-2015 <br /> The Finance Committee met Tuesday, November 10, 2015 at 7:25 p.m. Present were <br /> committee members Kearney, Schumann & Barker; Council members Brossard, <br /> Hemann, Limpert and Williamson; Mayor Kennedy, Finance Director Copfer, Human <br /> Resources Director Farver, Planning and Development Director Wenger and guests. <br /> • Discussed first were two Ordinances. Ordinance 2015-99 is an Ordinance <br /> amending the rates of compensation for various administrative and legislative <br /> personnel to become effective January 16, 2016 under the Department of Planning <br /> and Development (Section 6) by eliminating the position of Secretary and Clerk <br /> of Commissions; establishing compensation rates for the new positions of <br /> Administrative Assistant and Planner; increasing the rate of compensation for <br /> Permit Clerks under the Division of Building; and to otherwise restate the <br /> compensation rates and descriptions for various administrative and legislative <br /> personnel for the years 2015, 2016 and 2017, and Ordinance 2015-100 is an <br /> Ordinance Ordinance amending and re-establishing Chapter 179 of the <br /> Administrative Code, entitled "Department of Planning and Development" in <br /> order to implement organization changes within the department.Director Wenger <br /> expressed her desire to expand her department and explained reasons for the <br /> expansion. Director Farver gave an explanation of what the pay rates will be. <br /> These Ordinances place the city on task with the Master Plan and places more <br /> attention on property maintenance. Workloads and day-to-day activities have <br /> changed, and an upcoming retirement in the Planning Department have given <br /> Director Wenger an opportunity to expand her department with a Planner and an <br /> Administrative Assistant. In addition, the Building Department is in need of two <br /> additional inspectors, partly due to the increase in rentals that the city is <br /> experiencing. In 2008, the city had 127 single family homes rented which has <br /> increased to 218 in 2015. These rentals, along with two-family homes, condos <br /> and apartments need to be registered and inspected. The committee voted 3-0 to <br /> recommend approval of Ordinances 2015-99 and 2015-100. <br /> • Discussed next was Resolution 2015-101 which reads a Resolution accepting the <br /> amounts and rates as determined by the Budget Commission and authorizing the <br /> necessary tax levies and certifying them to the County Fiscal Officer. This is a <br /> task that must be performed each year. The levies and bonds were discussed <br /> during budget hearings at the start of this year. The committee voted 3-0 to <br /> recommend approval of Resolution 2015-101 with suspension. <br /> • Discussed last was Ordinance 2015-102 which reads an Ordinance dispensing <br /> with the RFP process otherwise required by Sections 111.03 et seq. of the <br /> Administrative Code and authorizing the Mayor, subject to approval of the Board <br /> of Control, if necessary, to enter into a five-year agreement with the Walter H. <br /> Drane company for the purpose of providing ordinance codification services to <br /> the City of North Olmsted, and declaring an emergency. Council has been using <br /> this company for many years for codification purposes and, more recently, <br /> updating and maintaining the city's Code online so that the public can have <br /> access.
