Council Minutes of 11-17-2015 <br /> Hemann, Kearney and Limpert; Mayor Kennedy, Planning and Development Director <br /> Wenger, Ryan Conrad representing the applicant and guests. <br /> • Discussed first was CMS15-4501 Savers, formerly Remington College, located at <br /> 26350 Brookpark Road. The proposal consists of site and facade improvements <br /> to the building for Savers, which is a thrift store franchise, and another unnamed <br /> tenant. The building will have the red mansard roof removed and hardy plank <br /> siding installed and capped with a metal coping. There will be new landscaping <br /> and resurfacing of the lot, which was a condition required from the Verizon <br /> project. The committee voted 3-0 to recommend approval of CMS 15-4501 <br /> Savers with conditions set forth by the Planning and Design Commission. <br /> Councilman Schumann made a motion to recommend approval of CMS 15-4501 Savers <br /> located at 26350 Brookpark Road subject to recommendations set forth by the Planning <br /> and Design Commission. The motion was seconded by Councilwoman Williamson and <br /> passed unanimously. CMS15-4501 Savers approved 6-0. <br /> • Discussed next was Ordinance 2015-96 which is an Ordinance amending Chapter <br /> 1321 of the Codified Ordinances of the City of North Olmsted entitled, "Permit <br /> and Inspection Fees" for the purpose of updating fee schedules, and declaring an <br /> emergency. The Ordinance will adjust permit fees to be more comparable with <br /> other area communities. Some changes will include the elimination of the blanket <br /> home owners permit, an additional fee for fast tracking and increases in license <br /> fees for rental property in order to take into account for the additional expense of <br /> interior inspections. The committee voted 3-0 to recommend approval of <br /> Ordinance 2015-96. <br /> • Discussed last was Ordinance 2015-103 which is an Ordinance authorizing the <br /> Mayor to enter into a Community Reinvestment Area (CRA) Agreement with <br /> BIW Properties, LLC for the Aloft hotel project and partial tax abatement, and <br /> declaring an emergency. This was discussed in a previous committee meeting <br /> and came back to BZD due to a notification issue with the schools. The <br /> committee voted 3-0 to recommend approval of Ordinance 2015-103 with <br /> suspension. <br /> Councilman Schumann thanked members of Council for attending the zoning update <br /> report presented by Paul LeBlanc of LSL Planning on Wednesday. Much work is ahead <br /> for Council, Planning and Development Director Wenger and the Planning and Design <br /> Commission if the city is to make the ordinance work more effectively and encourage <br /> redevelopment. He also mentioned that he was fortunate to attend the APA conference <br /> on Friday with members of the Planning and Design Commission and Appeals Board. <br /> This is the third year he has been able to attend. He attended four hour and a half lectures <br /> and learned a lot. Planning and Development Director Wenger and Sarah, an employee <br /> of the company that helped design the city's Master Plan, did a presentation about North <br /> Olmsted's Master Plan process. Planners, elected officials and appointed officials from <br /> various communities were very impressed— not only with the presentation but the actual <br /> Master Plan and how much has already has been accomplished since it was published. <br /> Councilwoman Hemann thanked Finance Director Copfer for bringing Resolution 2015- <br /> 110 to Council's attention.
