Council Minutes of 11-17-2015 <br /> Cancer Action Network is the national organization serving the pancreatic cancer <br /> community in North Olmsted and nationwide, and this Resolution offers support to that <br /> organization as well as those suffering from pancreatic cancer. <br /> AUDIENCE PARTICIPATION <br /> Mark Mahoney, 26808 Fairfax Lane said the issue he wants to bring to Council's <br /> attention is deer netting as opposed to deer fencing. When he was walking the city <br /> during the election season, many of the homeowners in North Olmsted place deer netting <br /> affixed to poles around vegetation and plants as protection from deer. Mahoney brought <br /> in a piece of deer netting and gave it to Council. He has been recently made aware that <br /> the Building Dept. finds this deer netting improper, illegal and in violation of the fence <br /> ordinance. Mahoney disagrees because this is netting, not fencing. One of his friends <br /> and neighbors has been cited twice for having deer netting in their backyard. Mahoney <br /> asked every Council member if they have seen deer netting around the city. All Council <br /> members with the exception of Councilman Barker have observed this type of netting <br /> used by residents in the city. Mahoney asked if it's necessary for the city to spend money <br /> on sending out inspectors to cite residents for deer netting. He addressed Councilman <br /> Limpert and requested that someone evaluate the situation and decide whether or not it's <br /> proper to enact an amendment to the fencing ordinance to specifically exempt deer <br /> netting from being classified as a "fence". He asked Councilman Limpert if he would be <br /> willing to look into this, and Councilman Limpert said he would be happy to look into it. <br /> Dennis Lambert, 25057 Carey Lane referenced Simple Recycling. The Mayor mentioned <br /> this in his report, and he is surprised no one on Council commented on this. Simple <br /> Recycling is a for-profit organization. Lambert asked if the city payed anything for the <br /> Simple Recycling mailing that went to residents, and Mayor Kennedy said no. Lambert <br /> finds it interesting that the city has an agreement with Simple Recycling to collect usable <br /> goods and no one has any comment about it. The city has Volunteers of America that has <br /> a store on Lorain Road that collects usable goods. They pay their employees and the city <br /> gets income tax from that store. The city also has a Salvation Army store that collects <br /> usable goods. Plus, there are other organizations that send trucks to pick up usable goods <br /> at residents' homes. No one seems to care that the city is allowing a for-profit <br /> organization to cut into what these other good, charitable organizations are doing. <br /> Lambert said this is another thoughtless project for the community that is harming the <br /> community and churches. Mayor Kennedy said that anyone can still use any service they <br /> want. Residents do not have to use Simple Recycling. This is a service that comes on <br /> garbage day. Councilwoman Hemann said she uses many of those other services, but <br /> there are items that they will not take. She feels Simple Recycling adds a certain feature <br /> that some people need. <br /> Mark Mahoney, 26808 Fairfax Lane said he wanted to add that when his neighbor <br /> received the fence violation, Mahoney came and spoke with Assistant Building <br /> Commissioner, Dan Russell, regarding this issue. He asked Russell what the appeal <br /> process is, and Russell said he wasn't sure. Mayor Kennedy said he and Councilman <br /> Limpert will work together on this issue and get him some answers. Mayor Kennedy told <br /> Mahoney that he doesn't have to come to a Council meeting. He can always call his <br /> office and work on these issues.
