He told Mayor Kennedy to not take offense to his comments. <br /> Mayor Kennedy said he's not; he's giving him a better option. Mayor Kennedy told <br /> Mahoney to call him and he will pick him up. <br /> Bruce Bruehler, 4440 Root Road said his property abuts the property that was recently <br /> purchased by Ganley. He has just learned Ganley has bought three new parcels. The <br /> Lube Stop business that is there now wanted to put in a driveway and expand years ago, <br /> but the residents on Root Road fought it. There was an agreement reached that there <br /> would be no driveway and the parcel between the Lube Stop and the residential property <br /> on Root Road would be residential forever. The residents on Root Road also fought La- <br /> z-boy on the other corner of Root Road. A few years ago, Ganley decided they wanted to <br /> take the back part of their property which was zoned residential and turn it into a parking <br /> lot. Ranchview and Root Road residents fought it, and Council allowed Ganley to put <br /> about 60 cars on blacktop. At that time, the city wanted Ganley to design their car lot so <br /> that car carriers would be unloaded onto their property and agreed to not use horns to <br /> locate cars. Both have been violated. They have recently started unloading cars onto <br /> Lorain Road again, and they've always used car alarms to locate cars. Last week, there <br /> was a car carrier on Root Road unloading cars. Ganley has purchased the holistic <br /> practice property, the Lube Stop property and the parcel on Root Road that is zoned <br /> residential. They were promised the property would remain residential. The property is <br /> sloped and, if it's black top, water will run onto their street. He thinks Ganley will come <br /> before Council and ask for a zoning change even though the city promised that parcel <br /> would remain as a buffer forever and zoned residential. Councilman Brossard said he has <br /> been in contact with Bruehler, the residents and Director Wenger. They will work with <br /> the Clerk of Council to research what sort of agreement would have potentially taken <br /> place about fifteen years ago. Director Wenger will keep Council apprised of any plans <br /> that come before the Planning and Design Commission. Right now, the city cannot do <br /> anything based on speculation. Councilman Barker addressed Director Glauner and <br /> confirmed that car carriers cannot be unloading cars onto Lorain Road. They are <br /> supposed to be pulling into the car lots to unload cars. Director Glauner said because of <br /> construction, Gan ley was unloading cars onto Ranchview, Lorain and Root Road. <br /> Several drivers have been cited by the police already and were ordered to leave the street. <br /> If residents see car carriers unloading cars in the street, they should call the police. <br /> Councilwoman Williamson asked Director Glauner about Ganley locating cars with car <br /> horns. Director Glauner said they were ordered to stop doing this, so it must have started <br /> back up again. Councilwoman Williamson asked if Ganley employees are allowed to <br /> park on Ranchview. Director Glauner said employees can park legally on Ranchview. <br /> Finance Director Copfer clarified with Director Glauner that Ganley employees are <br /> parking on the street during construction only. <br /> LEGISLATION <br /> Resolution 2015-97 introduced by Mayor Kennedy was given its third reading. A <br /> Resolution authorizing the Mayor to enter into a contract with the Cuyahoga County <br /> General Health District for the year 2016, and declaring an emergency. Councilman <br /> 6 <br />
