Council Minutes of 11-17-2015 Barker moved for adoption. The motion was seconded by Councilman Limpert and passed unanimously. Resolution 2015-97 adopted 6-0. Ordinance 2015-96 introduced by Mayor Kennedy was given its second reading. An Ordinance amending Chapter 1321 of the Codified Ordinances of the City of North Olmsted entitled "Permit and Inspection Fees", for the purpose of updating fee schedules, and declaring an emergency. Ordinance 2015-99 introduced by Mayor Kennedy was given its second reading. An Ordinance amending the rates of compensation for various administrative and legislative personnel to become effective January 16, 2016 under the Department of Planning and Development (Section 6) by eliminating the position of Secretary and Clerk of Commissions; establishing compensation rates for the new positions of Administrative Assistant and Planner; increasing the rate of compensation for Permit Clerks under the Division of Building; and to otherwise restate the compensation rates and descriptions for various administrative and legislative personnel for the years 2015, 2016 and 2017. Ordinance 2015-100 introduced by Mayor Kennedy was given its second reading. An Ordinance amending and re-establishing Chapter 179 of the Administrative Code, entitled "Department of Planning and Development" in order to implement organization changes within the department. Resolution 2015-101 introduced by Mayor Kennedy was given its second reading. A Resolution accepting the amounts and rates as determined by the Budget Commission and authorizing the necessary tax levies and certifying them to the County Fiscal Officer. Councilman Schumann made a motion to suspend the rule requiring three readings as this was discussed in Finance Committee. The motion was seconded by Councilman Barker and passed unanimously. Ordinance 2015-102 introduced by Mayor Kenendy was given its second reading. An Ordinance dispensing with the RFP process otherwise required by Sections 111.03 et seq. of the Administrative Code and authorizing the Mayor, subject to approval of the Board of Control, if necessary, to enter into a five-year agreement with the Walter H. Drane company for the purpose of providing ordinance codification services to the City of North Olmsted, and declaring an emergency. Ordinance 2015-103 introduced by Mayor Kennedy was given its second reading. An Ordinance authorizing the Mayor to enter into a Community Reinvestment Area (CRA) Agreement with BIW Properties, LLC for the Aloft hotel project and partial tax abatement, and declaring an emergency. Councilman Schumann made a motion to suspend the rule requiring three readings as this was discussed in BZD Committee. The motion was seconded by Councilwoman Williamson and passed unanimously.
