Council Minutes of 11-17-2015 <br /> Barker moved for adoption. The motion was seconded by Councilman Limpert and <br /> passed unanimously. Resolution 2015-97 adopted 6-0. <br /> Ordinance 2015-96 introduced by Mayor Kennedy was given its second reading. An <br /> Ordinance amending Chapter 1321 of the Codified Ordinances of the City of North <br /> Olmsted entitled "Permit and Inspection Fees", for the purpose of updating fee schedules, <br /> and declaring an emergency. <br /> Ordinance 2015-99 introduced by Mayor Kennedy was given its second reading. An <br /> Ordinance amending the rates of compensation for various administrative and legislative <br /> personnel to become effective January 16, 2016 under the Department of Planning and <br /> Development (Section 6) by eliminating the position of Secretary and Clerk of <br /> Commissions; establishing compensation rates for the new positions of Administrative <br /> Assistant and Planner; increasing the rate of compensation for Permit Clerks under the <br /> Division of Building; and to otherwise restate the compensation rates and descriptions for <br /> various administrative and legislative personnel for the years 2015, 2016 and 2017. <br /> Ordinance 2015-100 introduced by Mayor Kennedy was given its second reading. An <br /> Ordinance amending and re-establishing Chapter 179 of the Administrative Code, <br /> entitled "Department of Planning and Development" in order to implement organization <br /> changes within the department. <br /> Resolution 2015-101 introduced by Mayor Kennedy was given its second reading. A <br /> Resolution accepting the amounts and rates as determined by the Budget Commission <br /> and authorizing the necessary tax levies and certifying them to the County Fiscal Officer. <br /> Councilman Schumann made a motion to suspend the rule requiring three readings as this <br /> was discussed in Finance Committee. The motion was seconded by Councilman Barker <br /> and passed unanimously. Councilman Schumann moved for adoption. The motion was <br /> seconded by Councilman Barker and passed unanimously. Resolution 2015-101 adopted <br /> 6-0. <br /> Ordinance 2015-102 introduced by Mayor Kenendy was given its second reading. An <br /> Ordinance dispensing with the RFP process otherwise required by Sections 111.03 et seq. <br /> of the Administrative Code and authorizing the Mayor, subject to approval of the Board <br /> of Control, if necessary, to enter into a five-year agreement with the Walter H. Drane <br /> company for the purpose of providing ordinance codification services to the City of <br /> North Olmsted, and declaring an emergency. <br /> Ordinance 2015-103 introduced by Mayor Kennedy was given its second reading. An <br /> Ordinance authorizing the Mayor to enter into a Community Reinvestment Area (CRA) <br /> Agreement with BIW Properties, LLC for the Aloft hotel project and partial tax <br /> abatement, and declaring an emergency. Councilman Schumann made a motion to <br /> suspend the rule requiring three readings as this was discussed in BZD Committee. The <br /> motion was seconded by Councilwoman Williamson and passed unanimously. <br /> Councilman Schumann moved for adoption. The motion was seconded by <br /> Councilwoman Williamson and passed unanimously. Ordinance 2015-103 adopted 6-0. <br /> 7 <br />
