Council Minutes of 12-15-2015 <br /> • Due to this great weather, Springvale Golf Course is doing well. This weekend, <br /> the golf course grossed almost $8,000. The year to date revenues are $1,072,000. <br /> Projected revenues were a little over $1 million, so the course is ahead of <br /> schedule. <br /> Director of Law Gareau: <br /> • Last Friday, his uncle, Lou Cifranic from the Building Dept., passed away. He <br /> had been with the City of North Olmsted for a very long period of time. He asked <br /> that everyone keep Lou Cifranic in their thoughts and prayers. He asked for a <br /> moment of silence. <br /> Director of Finance Copfer: <br /> • No report. <br /> Council President Jones, Committee of the Whole: <br /> The Committee of the Whole met Tuesday, December 8, 2015 at 7:25 p.m. Present were <br /> all members of Council, Mayor Kennedy, Finance Director Copfer, Planning and <br /> Development Director Wenger, Springvale Facility Manager Sarah Metcalf and guests. <br /> • The meeting was to provide Council with additional information regarding <br /> changes to the Springvale Master Plan, most of which were contained in Phase I <br /> proposed capital improvements. The Phase I description had been pared down to <br /> the immediate need of a maintenance facility on this property to house hazardous <br /> chemicals and equipment that are currently stored under the historic ballroom. <br /> The proposal also calls for the renovation of the ballroom kitchen, lower level <br /> golfers' restroom and construction of a patio pavilion which will be used as a <br /> private function area. Council members asked a variety of questions related to the <br /> city's current debt service for the borrowing for Springvale, which is $250,000 <br /> per year. Other questions were asked regarding projects that will be coming up in <br /> the years to come and if each of the proposed phases for the Springvale Master <br /> Plan can be borrowed for individually — and that answer was yes. A chart of the <br /> Springvale Master Plan projected revenue and expenses and gross profit from <br /> 2005 until 2035 were provided to Council as were charts of debt service issuance <br /> of series 2015 Bonds with Springvale Master Plan phasing estimates. A motion <br /> was made to ask the Administration to prepare legislation for Phase I of this <br /> project to bring before Council. The committee voted unanimously to approve <br /> Phase I bonding for Springvale. The meeting was adjourned at 8:19 p.m. <br /> Councilman Kearney, Chairman of the Finance Committee: <br /> The Finance Committee met Tuesday, December 8, 2015 at 7:00 p.m. Present were <br /> committee members Kearney, Schumann and Barker; Council President Jones; Council <br /> members Brossard, Hemann, Limpert and Williamson; Mayor Kennedy, Finance Director <br /> Copfer and guests. <br /> • Discussed first was Ordinance 2015-112 which is an Ordinance to make and <br /> transfer appropriations for current expenses and other expenditures for the City of <br /> North Olmsted for the year ending December 31, 2015, and declaring an <br /> emergency. This is the final transfer ordinance of the year and was amended for a <br /> 2 <br />
