Council Minutes of 12-15-2015 <br /> Productions to provide a fireworks display for the 2016 North Olmsted Fourth of July <br /> celebration. Councilman Kearney moved for adoption. The motion was seconded by <br /> Councilman Barker. Roll Call: Kearney, yes; Barker, yes; Williamson, yes; Brossard, <br /> yes; Schumann, yes; Hemann, yes; Limpert, no with comment. While I strongly enjoyed <br /> the Bicentennial celebration — I think it was a resounding success — I don't believe that <br /> we should have annual fireworks due to the cost. I know that we are working to try to get <br /> sponsorship for this, but there is still a significant amount of overhead costs. I look <br /> forward to supporting this in the future. Resolution 2015-109 adopted 6-1. <br /> Ordinance 2015-112 introduced by Mayor Kennedy was given its second reading. An <br /> Ordinance to make and transfer appropriations for current expenses and other <br /> expenditures for the City of North Olmsted for the year ending December 31, 2015, and <br /> declaring an emergency, as amended. Councilman Kearney made a motion to suspend <br /> the rule requiring three readings as this was discussed in Finance Committee. The <br /> motion was seconded by Councilman Barker and passed unanimously. Councilman <br /> Kearney moved for adoption. The motion was seconded by Councilman Barker and <br /> passed unanimously. Ordinance 2015-112 adopted 7-0. <br /> Ordinance 2015-113 introduced by Mayor Kennedy was given its second reading. The motion was seconded by Councilman Schumann and <br /> passed unanimously. Ordinance 2015-113 adopted 7-0. <br /> Resolution 2015-114 was introduced and placed on first reading by Mayor Kennedy. A <br /> Resolution authorizing the Mayor to purchase for Police Department use three (3) new <br /> Ford Utility Police Interceptors and related equipment, all through the State Purchase <br /> Program; and further authorizing the Mayor to execute all documents necessary to <br /> effectuate such purchase, and declaring an emergency. Councilman Kearney made a <br /> motion to suspend the rules requiring three readings and formal committee review. The <br /> motion was seconded by Councilman Barker and passed unanimously. <br /> Dennis Lambert, 25057 Carey Lane said during Caucus, Director Glauner noted that the <br /> police cars that were going to be replaced would either go back into service in another <br /> department or wholesaled out. He said he would like to point out that now cities are <br /> careful about removing insignias and logos on the sides of the cars. He told a story about <br /> a plumber in Texas who traded in his truck and it ended up in Syria being used by ISIS <br /> with his name and phone number on the side of the truck. He cautioned about this. <br /> Councilman Kearney moved for adoption. The motion was seconded by Councilman <br /> Barker and passed unanimously. Councilman Barker commented that this is a turning <br /> point for the Police Dept. because these three vehicles are replacing the last three Crown <br /> Victoria Sedans. Resolution 2015-114 adopted 7-0. <br /> 5 <br />
