Council Minutes of 02-02-2016 <br /> The Public Safety, Health and Welfare Committee met on Tuesday, January 26, 2016 at <br /> 7:35 p.m. Present were committee members Barker, Williamson and Brossard; Council <br /> members Hemann, Kearney, Limpert and Schumann; and guests. <br /> • Discussed was liquor permit number 0351686 for B & H Resources LLC, DBA <br /> Easy Flo Gas located at 28925 Lorain Road. This pertains to a change of LLC <br /> membership. There were no objections from the Police Dept. The committee <br /> voted 3-0 to not object to this liquor permit. The meeting was adjourned at 7:38 <br /> p.m. <br /> Councilwoman Williamson made a motion to not object to liquor permit 0351686 Easy <br /> Flo Gas located at 28925 Lorain Road. The motion was seconded by Councilman <br /> Brossard and passed unanimously. Liquor permit approved 6-0. <br /> Councilman Schumann, Chairman of the Building, Zoning & Development Committee: <br /> The BZD Committee met Tuesday, January 26, 2016 at 7:00 p.m. Present were <br /> committee members Schumann, Barker & Williamson; Council members Hemann, <br /> Kearney and Limpert; Mayor Kennedy, Planning & Development Director Wenger and <br /> guests. The Mayor announced at the beginning of the meeting that Kim Wenger was <br /> presented with the "Awesomeness Award" for her role in the city's Bicentennial <br /> Celebration during 2015. Councilman Schumann congratulated Director Wenger. <br /> • Discussed first was CMS15-4683 Permanent Parcel No. 237-09-005 Dollar <br /> General. This is a proposal to construct a new store on a parcel south of Lorain <br /> Road on the east side of Clague Road. The lot is zoned general retail, and the <br /> applicant has met most of the conditions set forth by the Planning & Design <br /> Commission during the planning phase. There was some discussion about two <br /> existing curb cuts and potential traffic problems, but the plan was met with <br /> general acceptance. There is an access easement through the CVS lot. The <br /> committee voted 3-0 to recommend CMS15-4683 Dollar General. <br /> Councilman Schumann made a motion to approve CMS15-4683 Dollar General subject <br /> to recommendations set forth by the Planning & Design Commission, especially the no <br /> merchandise for sale outside of the store requirement. The motion was seconded by <br /> Councilwoman Williamson and passed unanimously. CMS 15-4683 Dollar General <br /> approved 6-0. <br /> • Discussed last was Resolution 2016-3 which is a Resolution authorizing the <br /> Mayor to enter into an amended agreement with LSL Planning/SAFEbuilt Ohio, <br /> LLC, to provide additional professional planning and zoning services to the city <br /> on the Zoning Code Update Project, and declaring an emergency. This will help <br /> to fund the Commercial Zoning Code rehabilitation and changes which were <br /> researched and suggested by this same firm in a preliminary report last year. The <br /> intent is to clean up the Code and to create multiple zoning districts to replace the <br /> single general retail district the city has now. There will be several pieces of <br /> legislation that will be presented to Council over the course of this year. The cost <br /> will be $40,000. The committee voted 3-0 to recommend approval of Resolution <br /> 2016-3 with suspension. <br /> 3 <br />
