Council Minutes of 02-02-2016 <br /> Councilman Schumann took a moment of personal privilege to share discussions that <br /> have been taking place in workshop format after the Planning Commission meetings. <br /> The Commission has been discussing the potential for the Town Center concept <br /> mentioned in the Master Plan, possible locations, and what this may look like. Two <br /> geographical areas have been discussed. The first area is the triangle formed by <br /> Butternut, Dover and Lorain Roads which members have shown a desire to see converted <br /> into a public space. The second is the area around the Brookpark Extension which shows <br /> a lot of potential to become a mixed-use development. Last week, they were presented a <br /> market analysis by Greg Myers which confirmed a gap in certain areas of retail as well as <br /> residential which could be an encouragement to developers. He said he will keep Council <br /> updated. <br /> Councilman Schumann explained that everyone will be reading about and will receive a <br /> link to a "go fund me" account that has been set up to raise money for the upcoming <br /> move and rescue of the Thompson House to the Frostville Museum. This is the house on <br /> Butternut Ridge Road which is in the pathway of the new high school/middle school <br /> campus. The house dates back to the 1840s, and there is evidence the house may have <br /> existed in 1836. It was a plank cabin which was added onto with a two story addition. <br /> Both of these old parts of the house will be moved to Frostville, and part of the structure <br /> will be used as a new military display. The remainder will be used to store the archives <br /> of this city and some of the neighboring communities. The society has raised $31,000 to <br /> move the house, so its rescue is secure. But, they need to raise more money to get a <br /> foundation placed under the house as soon as possible and to pay for restoration costs. <br /> Any help would be appreciated. <br /> AUDIENCE PARTICIPATION <br /> Dennis Lambert, 25057 Carey Lane said he would like the Mayor to issue a letter of <br /> appreciation to the Chief of Police for the officers for their work on issues mentioned <br /> previously tonight. If the Mayor doesn't do this, then he requested that Council present a <br /> Resolution to let safety forces know they are appreciated. Lambert said over the years, <br /> he has heard that the city and schools are two separate entities. The school board is now <br /> facing a dilemma on Butternut regarding a bus terminal. The city should not be building <br /> a bus terminal. To have the school board build a bus terminal when the city has one here <br /> is doubling the burden on the citizens. There needs to be a joint operating agreement <br /> between the city and the school so the buses can be serviced out of the city's garage and <br /> be parked on city property. Council has the power to direct the Mayor to do these things. <br /> He told Council President Jones to take the lead on this issue. <br /> Jeff Sturgeon, 3092 W. 231 said he is happy that Council is welcoming Dollar General to <br /> the city. He complimented the Planning & Design Commission's work on this <br /> development. He has been noticing that Goodwill has been parking a semi on Lorain <br /> Road on the Fairview border. Donations are dropped off here and around the trailer, and <br /> it is unsightly. He requested that the city look into this issue. <br /> Bruce Bruehler, 4440 Root Road said Ganley has bought property on Lorain Road, and <br /> one of the parcels is residential property. When Lube Stop went into this property <br /> twenty-seven years ago, this became contentious with the residents. There was a <br /> 4 <br />
