Council Minutes of 02-02-2016 <br /> compromise with the city that this property would remain residential forever. The other <br /> two parcels are commercial properties. He asked what are the benefits to the city and <br /> residents? Council President Jones said she is not aware of anything that has come <br /> before the city. Councilman Schumann stated that nothing has been presented to the <br /> Planning & Design Commission. Bruehler said this project goes against the Master Plan. <br /> He is concerned about cars being parked on blacktop being a deterrent for people wanting <br /> to move into the city. Councilman Brossard said the Clerk has not been able to find <br /> anything yet about an agreement made between the city and the residents, but she is still <br /> researching this issue. <br /> LEGISLATION <br /> Ordinance 2016-1 introduced by Council President Jones on behalf of Mayor Kennedy <br /> was given its second reading. An Ordinance providing for the issuance and sale of not to <br /> exceed $1,605,000 of Notes, in anticipation of the issuance of Bonds, to provide funds to <br /> pay costs of improving Barton Road and certain other designated streets between certain <br /> termini in the city by reconstructing and rehabilitating the pavement base, adjusting, <br /> constructing and reconstructing catch basins, curbs and curb ramps, manholes and utility <br /> valve and monument boxes, where necessary, preparing the surface and resurfacing, in <br /> each case together with necessary appurtenances and work incidental thereto. <br /> Councilman Kearney stated that he is in receipt of the Fiscal Officer's Certificate. <br /> Ordinance 2016-2 introduced by Council President Jones on behalf of Mayor Kennedy <br /> was given its second reading. An Ordinance to make and transfer appropriations for <br /> current expenses and other expenditures for the City of North Olmsted for the year <br /> ending December 31, 2016, and declaring an emergency. Councilman Kearney made a <br /> motion to suspend the rule requiring three readings as this was discussed in Finance <br /> committee. The motion was seconded by Councilman Limpert and passed unanimously. <br /> Councilman Kearney moved for adoption. The motion was seconded by Councilman <br /> Limpert and passed unanimously. Ordinance 2016-2 adopted 6-0. <br /> Resolution 2016-3 introduced by Council President Jones on behalf of Mayor Kennedy <br /> was given its second reading. A Resolution authorizing the Mayor to enter into an <br /> amended agreement with LSL Planning/SAFEbuilt Ohio, LLC, to provide additional <br /> professional planning and zoning services to the city on the Zoning Code Update Project, <br /> and declaring an emergency. Councilman Schumann made a motion to suspend the rule <br /> requiring three readings as this was discussed in BZD committee. The motion was <br /> seconded by Councilwoman Williamson and passed unanimously. Councilman <br /> Schumann moved for adoption. The motion was seconded by Councilwoman <br /> Williamson and passed unanimously. Resolution 2016-3 adopted 6-0. <br /> Resolution 2016-4 was introduced and placed on first reading by Mayor Kennedy. A <br /> Resolution authorizing the Director of Public Service to advertise for bids for the award <br /> of a contract to provide asphalt resurfacing and related repairs upon city streets, as <br /> detailed in the specifications on file with the Engineer, and authorizing the Mayor, <br /> following approval of the Board of Control, to contract for the same with the lowest and <br /> best bidder. <br /> 5 <br />
