Council Minutes of 03-01-2016 <br /> • Also today, the City of North Olmsted, with the assistance of the Law Dept., <br /> executed an administrative warrant entry into a property located at 5261 Berkshire <br /> (former Oster house). This has been a property maintenance nuisance for years. <br /> The owner, a registered sex offender, passed away last year and the city has been <br /> attempting to get it cleaned up. The entry was to determine the structural integrity <br /> of the premises, among other things. <br /> • Tonight there are two pieces of legislation that the Law Dept. and Planning and <br /> Development Director Wenger worked on: tent sales & special events and food <br /> trucks. There is some opinion in the community that this is a crackdown on food <br /> trucks. The reality of the situation is that food trucks are not permitted under the <br /> City Code, and this is an attempt to permit them with reasonable regulations <br /> rather than outlaw them. <br /> • Finally, in property maintenance, the city was successful in prosecuting Mr. <br /> Sulzman for his property at 24017 Frank Street. With the cooperation of the <br /> County, that long-running problem has been concluded via a tax foreclosure. He <br /> was fined $1,107. <br /> Councilman Barker asked Director Gareau if an inspection has been done on the Frank <br /> Street property. Gareau said he couldn't recall, but he thinks there was an inspection <br /> awhile ago. <br /> Director of Finance Copfer: <br /> • She announced the birth of her first grandchild, Gabriella Olivia, on February 16, <br /> 2016. <br /> • The state auditors are currently testing cash basis and should be done by the end <br /> of March. They will then start to monitor GAAP financial statements. <br /> • As part of the Wellness Program, Weight Watchers has started thanks to Donna <br /> Eccleston and the Human Resources Dept. The first meeting was last week. <br /> • The Mayor, Directors and Council were E-mailed the January month end <br /> summary and detail report. Please contact her with any questions. <br /> • The Cleveland Division of Water notified the city that they will be switching from <br /> quarterly to monthly billings effective in the year 2017. They have requested the <br /> city's rates for next year. There will be a rate study this summer. <br /> • Preliminary results from RITA's subpoena program show that it has been <br /> successful thus far. The cost of this program was $22,936.00. Total liability <br /> including interest is $537,902. The total collected so far is $195,057.00. <br /> Councilman Barker said he received an E-mail from an audit committee which was <br /> supposed to include a questionnaire, but he never received the questionnaire. Director <br /> Copfer said she will make a note to request that a questionnaire be sent to Councilman <br /> Barker. Councilman Barker asked if there is a time frame to fill this out, and Director <br /> Copfer said within the next couple of weeks. <br /> Councilman Kearney, Chairman of the Finance Committee: <br /> The Finance Committee met Tuesday, February 23, 2016 at 7:00 p.m. Present were <br /> committee members Kearney and Barker; Council members Brossard and Hemann; <br /> Safety& Service Director Glauner and guests. <br /> 2 <br />
