Council Minutes of 03-01-2016 <br /> • Discussed were three Resolutions: Resolution 2016-12 which is a Resolution <br /> authorizing the Mayor to purchase a new Ford F-550 Truck and related <br /> equipment from Middletown Ford at a cost of $62,899.69, through the State <br /> Purchase Program; and further authorizing the Mayor to execute all documents <br /> necessary to effectuate such purchase; Resolution 2016-13 which is a Resolution <br /> authorizing the Mayor to purchase a new Ford F-150 Pick-up from Middletown <br /> Ford at a cost of $25,544.99, through the State Purchase Program; and further <br /> authorizing the Mayor to execute all documents necessary to effectuate such <br /> purchase; Resolution 2016-14 which is a Resolution authorizing the Mayor to <br /> purchase a new GMC Sierra 4x4 Pick-up from Buick GMC of Beachwood at a <br /> cost of$27,281.00, through the State Purchase Program; and further authorizing <br /> the Mayor to execute all documents necessary to effectuate such purchase. All <br /> three trucks were priced at the State Purchase price, which covers snow plows. <br /> The two pickup trucks will be used by the Foremen. The committee voted 2-0 to <br /> recommend approval of all three Resolutions with suspension. <br /> Councilman Kearney made a motion to amend Resolution 2016-14 to remove the <br /> Beachwood dealership and add North Olmsted. The motion was seconded by <br /> Councilman Barker and passed unanimously. Resolution 2016-14 amended 6-0. <br /> AUDIENCE PARTICIPATION <br /> Jim Burns, 3978 Dover Center Road referenced Ordinance 2016-106 which is a Charter <br /> amendment. He apologized as he could not attend the Public Hearing regarding this <br /> Ordinance. He referenced the whereas clauses which state that Council is non-partisan, <br /> and he said this is not true. He feels that this Ordinance should go to the voters or not be <br /> considered at all. The non-partisan part of the Charter deals with elections. The reason <br /> this was put in was because the residents wanted to go to the polls and vote for people <br /> that are qualified for the job instead of having each party select the candidates. Council <br /> is comprised of basically two parties with their own agendas. There is a difference <br /> between both parties. Regarding committees, if a minority party disagrees with the <br /> majority vote, he/she can make a minority report at a Council meeting where their <br /> position can be presented. He has heard from somebody that all of Council gets along so <br /> it doesn't make a difference. He feels it does make a difference. Councilman Limpert <br /> can ask his father and grandfather; there was a time when Council did not work well <br /> together, and there will be times in the future when Council does not work well together. <br /> There may be a time when the current majority party will be the minority party, and they <br /> will want to assure their representation on key committees. The "non-partisan" deals <br /> with elections only. This Ordinance deals with the operation of Council itself The <br /> operation of Council is partisan, therefore, this Ordinance should not pass. <br /> Dennis Lambert, 25057 Carey Lane referenced Jim Burns' comments and said the reason <br /> for going non-partisan goes back to Westlake when two Republican mayors who were <br /> opposed in their philosophies ran and all of the Democrats couldn't choose which one <br /> they wanted of the two Republicans. It was very controversial and made the news back in <br /> the 1980s. He referenced Ordinance 2016-18. He asked if this will affect tent sales in <br /> Frostville. Director Gareau said this is a matter that will be discussed next week in <br /> committee. It is not the intent of the Ordinance to deal with a tent event at Frostville. <br /> 3 <br />
