Council Minutes of 04-19-2016 Councilman Brossard, Chairman of the Recreation, Public Parks & Buildings Committee: The Recreation Committee met Tuesday, April 12, 2016 at 7:35 p.m. Present were committee members Brossard, Kearney and Schumann; Council President Jones; Council members Barker, Hemann, Limpert and Williamson; Safety & Service Director Glauner, Planning & Development Director Wenger and guests. • Discussed was Ordinance 2016-40 which is an Ordinance making appropriation and authorizing the Director of Public Service to advertise for bids for the award of a contract to replace a part of the ceiling, windows, and exterior stairway at the Community Cabin/Senior Center and, additionally, to replace steel doors at the Senior Center, Service Department and Fleet Garage, all as detailed in the specifications on file in the Service Department, and authorizing the Mayor, following approval of the Board of Control, to contract for the same with the lowest and best bidder. This was presented to Council by Safety & Service Director Glauner. He indicated, among other needed improvements, that the vaulted ceilings at the Cabin are leaking. This project was discussed during budget hearings. Councilman Brossard made a motion to recommend approval of Ordinance 2016-40. The motion was seconded by Councilman Kearney, and the committee voted 3-0 to recommend approval of Ordinance 2016-40. The meeting was adjourned at 7:39 p.m. Councilwoman Williamson, Chairwoman of the Streets & Transportation Committee: The Streets Committee met Tuesday, April 12, 2016 at 7:40 p.m. Present were committee members Williamson, Hemann, and Limpert; Council President Jones; Council members Barker, Brossard, Kearney and Schumann; Safety & Service Director Glauner, Planning & Development Director Wenger and guests. • Discussed was Ordinance 2016-39 which is an Ordinance amending Sections 931.03 and 931.10 of the Codified Ordinances of the City of North Olmsted, Chapter 931 entitled "Grading and Surface Water Drainage", to require that grading deposits for specified projects be paid at the time of application, and declaring an emergency. Planning & Development Director Wenger stated that this Ordinance simply changes the timing by which a developer is required to make an engineering deposit, requiring it to be made at the time of application rather than at the time of permit issuance. The reason for the change in procedure is to cover the cost of the City Engineer's plan review time. By collecting the deposit at the beginning, the city can then charge against the deposit and make any necessary refunds or may seek additional funds from the developer to complete the review. The committee voted 3-0 to recommend approval of Ordinance 2016-39. The meeting was adjourned at 7:45 p.m. Councilman Schumann, Chairman of the Building,Zoning & Development Committee; The BZD Committee met Tuesday, April 12, 2016 at 7:00 p.m. Present were committee members Schumann, Barker and Williamson; Council President Jones; Council members Brossard, Hemann, Kearney and Limpert; Safety & Service Director Glauner and Planning & Development Director Wenger. 3
