Council Minutes of 04-19-2016 <br /> Clerk of Council Gallo read an E-mail from Ward 2 resident, Gloria Emerson, regarding <br /> coyotes as a nuisance in her neighborhood. <br /> AUDIENCE PARTICIPATION <br /> Dennis Lambert, 25057 Carey Lane said that many years ago, North Olmsted's bus <br /> routes were taken over by the RTA. There was much public debate about that back then. <br /> Lambert said that during these discussions, Norm Musial privately told him that the city <br /> still has licensing for the use of that bus even though the city does not have the bus <br /> routes. The largest convention is coming in July; four days of hundreds of thousands of <br /> people pouring into this town. There is shopping and food services; one of the best spots. <br /> The city has a highly skilled and highly paid City Planner that should be out there <br /> organizing to provide busing to and from the convention downtown. They can leave their <br /> cars in North Olmsted at hotels and motels and take a bus downtown instead of having to <br /> pay for parking. It's a moneymaker for the city, business, restaurants and hotels in North <br /> Olmsted. The city cannot afford to sit back and let these opportunities go by. Lambert <br /> referenced the Mayor's report, and he asked the Mayor if he meant May 11th for yard <br /> waste pick-up instead of April 11 th. Mayor Kennedy said that Republic Waste starts their <br /> yard waste pick-up on April 11th. Lambert said it's now April 19th and his neighbor has <br /> had his yard waste in the front yard and a truck has not come by to pick it up. Mayor <br /> Kennedy said yard waste should be placed out on garbage day. Lambert said according <br /> to the information that was sent out, yard waste pick-up starts in May. He will provide a <br /> copy of the information to the Mayor. <br /> Mark Mahoney, 26808 Fairfax Lane said he is here to discuss the Butternut School <br /> conversion proposal that was approved by Council two weeks ago. He disagrees with the <br /> vote and passing this proposal. He does not know of any other city that has a bus parking <br /> location in a residential area. There was one plan and only one plan presented by the <br /> school board — take it or leave it. Butternut Ridge Road has no curbs and is already in <br /> disrepair. He knows the buses currently go down Butternut, but this just adds to the <br /> congestion. This street is busy almost every hour of the day. For those reasons, he thinks <br /> this is a bad proposal. The behavior of the school board is aggressive, and they are very <br /> difficult to work with. They have shown an abrasive attitude that he cannot figure out. <br /> They sent an attorney to the Landmarks Commission meeting where this was discussed. <br /> At the first Planning & Design Commission meeting, this proposal was tabled because a <br /> representative from the schools was not present at the meeting. At the second Planning & <br /> Design Commission meeting, the school's architect gave a presentation, and the proposal <br /> passed 5-2. The Building, Zoning & Design Committee of Council voted 3-0 to not <br /> recommend the proposal. Council has committees for a reason. The reason is to divide <br /> the work effort. The notion is the three members of each committee scrutinize more than <br /> the others and make recommendations to the entire body of Council. Mr. Schumann — <br /> who had been on the Landmarks and Planning & Design Commission for a long time, <br /> Mr. Barker — the senior member of Council, and Ms. Williamson made a unanimous <br /> recommendation to all of Council to vote no on this proposal. When the matter came <br /> before the full Council, it passed 4-3 with a notion/reference to litigation. Mahoney <br /> addressed Councilman Limpert and asked him where he heard the notion about litigation. <br /> Councilman Limpert stated that Dr. Zalar presented information during the BZD <br /> 6 <br />
