Council Minutes of 04-19-2016 <br /> Committee meeting. Mahoney addressed Councilwoman Hemann about the litigation as <br /> well. Councilman Schumann made a motion to give Mahoney two additional minutes to <br /> speak. The motion was seconded by Councilwoman Williamson and passed <br /> unanimously. Mahoney said after the school board realized that they were not going to <br /> get their conditional use permit, they threatened a lawsuit. In fear of a lawsuit as <br /> reflected in the draft minutes of April 5th, Council weighed heavily on the notion that <br /> there would be a lawsuit. This is why the city has a Law Department. What message is <br /> being sent to the children by having the buses in the middle of a residential <br /> neighborhood? <br /> LEGISLATION <br /> Resolution 2016-29 introduced by Council President Jones on behalf of Mayor Kennedy <br /> was given its third reading. A Resolution authorizing the Mayor to purchase a new Ford <br /> Utility Interceptor from Statewide Ford Lincoln Mercury at a cost of$25,495.00, through <br /> the State Purchase Program; and further authorizing the Mayor to execute all documents <br /> necessary to effectuate such purchase. Councilman Kearney moved for adoption. The <br /> motion was seconded by Councilman Barker and passed unanimously. Resolution 2016- <br /> 29 adopted 7-0. <br /> Ordinance 2016-37 was introduced and placed on first reading by Mayor Kennedy. An <br /> Ordinance amending various sections of Chapter Thirteen of the Codified Ordinances of <br /> the City of North Olmsted titled "Building Code" for the limited purpose of changing the <br /> "Board of Building Code Appeals" to the "Building and Zoning Board of Appeals", and <br /> declaring an emergency. <br /> Resolution 2016-38 introduced by Mayor Kennedy was given its second reading. A <br /> Resolution authorizing the Mayor to purchase from Gorman Rupp Company replacement <br /> pumps for the sanitary sewer system lift station located at 25300 Al Moen Drive. <br /> Ordinance 2016-39 introduced by Mayor Kennedy was given its second reading. An <br /> Ordinance amending Sections 931.03 and 931.10 of the Codified Ordinances of the City <br /> of North Olmsted, Chapter 931 entitled "Grading and Surface Water Drainage", to <br /> require that grading deposits for specified projects be paid at the time of application, and <br /> declaring an emergency. <br /> Ordinance 2016-40 introduced by Mayor Kennedy was given its second reading. An <br /> Ordinance making appropriation and authorizing the Director of Public Service to <br /> advertise for bids for the award of a contract to replace a part of the ceiling, windows, <br /> and exterior stairway at the Community Cabin/Senior Center and, additionally, to replace <br /> steel doors at the Senior Center, Service Department and Fleet Garage, all as detailed in <br /> the specifications on file in the Service Department, and authorizing the Mayor, <br /> following approval of the Board of Control, to contract for the same with the lowest and <br /> best bidder. <br /> Resolution 2016-41 introduced by Mayor Kennedy was given its second reading. A <br /> Resolution authorizing the Director of Public Service to advertise for bids for the award <br /> of a contract to provide construction services for the Police Station HVAC replacement <br /> 7 <br />
