The motion was seconded by Councilman Barker and passed unanimously. <br /> Resolution 2016-17 adopted 7-0. <br /> Ordinance 2016-18 introduced by Mayor Kennedy was given its third reading. An <br /> Ordinance repealing Chapter 765 entitled "Retail Business Regulations" and establishing <br /> Chapter 733 of the Business Regulation Code entitled "Tent Sales & Special Events" to <br /> provide regulations for such events in the City of North Olmsted. Councilman Schumann <br /> moved for adoption. The motion was seconded by Councilman Barker and passed <br /> unanimously. Ordinance 2016-18 adopted 7-0. <br /> Ordinance 2016-20 introduced by Mayor Kennedy was given its third reading. An <br /> Ordinance dispensing with the RFP process and authorizing the Mayor to enter into an <br /> agreement with John Patrick Picard Architect, Inc., to provide architectural services for <br /> the Springvale Ballroom and Golf Course Phase I Renovations Project, and declaring an <br /> emergency. Councilman Brossard moved for adoption. The motion was seconded by <br /> Councilman Kearney. Roll Call: Brossard, yes; Kearney, yes; Schumann, yes; Hemann, <br /> yes; Barker, yes; Limpert, no with comment. I fully believe that the city's purchase of <br /> Springvale has been a positive asset to the city and its residents. During discussions <br /> regarding the project, I have heard a number of times that"the city has to do something" <br /> due to the current state of the maintenance facility and structure of the building. I do not <br /> believe that "something" is a $3.5 million spend to repair and enhance the facility. While <br /> the Administration has done an excellent job of running Springvale with positive cash <br /> flow, it still maintains approximately $.5 million dollars in debt obligation, and I do not <br /> believe that now is the appropriate time to add $3.5 million dollars to its debt obligation <br /> (which is the debt obligation of the City of North Olmsted). In addition this will only <br /> lead to higher maintenance costs in the future that have not been estimated to this point. I <br /> look forward to support issues of maintenance and potential improvements to Springvale <br /> in the future, but do not agree with the Administration that now is the time to add to <br /> Springvale's debt burden and spend approximately double the "needed repairs" for <br /> enhancements in order to leverage potential cost synergies of construction bundling in <br /> these enhancements. Ordinance 2016-20 adopted <br /> 5-2. <br /> Ordinance 2016-26 introduced by Council President Jones on behalf of Mayor Kennedy <br /> was given its second reading. An Ordinance amending the rates of compensation for <br /> various administrative and legislative personnel for 2016 to create the positions of <br /> Maintenance in the Division of Aging, and Administrative Secretary in the Divisions of <br /> Finance, Law, Human Resources and Safety; to amend the Police Secretary and Outreach <br /> Coordinator salary range; to amend the title of Administrative Assistant in the Division of <br /> Planning; to amend the double time days in Section 12; to amend and increase the boot <br /> and clothing allowance in Section 16; and to compensate for commercial driver licenses <br /> via new Section 17 all retroactive to January 1, 2016; and to otherwise restate the <br /> compensation rates and descriptions for various administrative and legislative personnel <br /> for the years 2015, 2016 and 2017, as amended. Councilman Kearney made a motion to <br /> suspend the rule requiring three readings as this was discussed in Finance Committee. <br /> The motion was seconded by Councilman Barker and passed unanimously.
