Council Minutes of 06-07-2016 <br /> with the warrant, the city caused harm to the person attacked by this individual <br /> with the warrant. The insurance carrier has been notified about this case. <br /> • He gave a brief update on a slip and fall case that occurred at the North Olmsted <br /> Recreation Center in 2015. <br /> Director of Finance Copfer: <br /> • No report. <br /> Councilman Barker, Chairman of the Public Safety, Health& Welfare Committee: <br /> The Public Safety Committee met Tuesday, May 24, 2016 at 7:45 p.m. Present were <br /> committee members Barker, Williamson and Brossard; Council President Jones; Council <br /> members Kearney, Limpert and Schumann; Mayor Kennedy, Finance Director Copfer, <br /> Law Director Gareau and Safety & Service Director Glauner. <br /> • Discussed first was Ordinance 2016-56 which is an Ordinance amending and re- <br /> establishing Chapter 561 of the Codified Ordinances of the City of North Olmsted <br /> entitled "Criminal Activity Nuisances" in order to include commercial property in <br /> said chapter. The city has had a residential ordinance regarding nuisance <br /> violations for a few years and is now adding commercial properties to this <br /> ordinance to have a tool to help with some businesses that police and fire have <br /> had to respond to for a variety of reasons multiple times. There was brief <br /> discussion and a motion was made by Councilman Barker to recommend approval <br /> of Ordinance 2016-56 with an amendment to add commercial property where <br /> applicable in the Ordinance. The motion was seconded by Councilman Brossard, <br /> and the committee voted 3-0 to recommend approval of Ordinance 2016-56 as <br /> amended. <br /> • Discussed next was Resolution 2016-57 which is a Resolution authorizing the <br /> Director of Planning & Development to solicit bids for the demolition and <br /> removal of dangerous buildings located at 5261 Berkshire Drive as a public <br /> nuisance; and further authorizing the costs to be certified as a tax lien upon said <br /> real property pursuant to section 1331.05 of the Codified Ordinances, and <br /> declaring an emergency. This resolution speaks for itself as this is a particular <br /> property that has been an issue for quite a few years. There was a brief discussion <br /> and a motion made by Councilman Barker to recommend approval of Resolution <br /> 2016-57. The motion was seconded by Councilwoman Williamson, and the <br /> committee voted 3-0 to recommend approval of Resolution 2016-57. <br /> • Discussed last was Ordinance 2016-58 which is an Ordinance amending the <br /> Traffic Control File of the City of North Olmsted to eliminate through traffic in <br /> the right hand lane of Clague Road at its intersection with Lorain Road, for <br /> northbound and southbound traffic thereby making such lanes "Right Turn Only", <br /> and declaring an emergency. There was very brief discussion pertaining to this <br /> Ordinance. It is the opinion of the Safety and Engineering Departments that this <br /> will help with the traffic flow of northbound and southbound traffic at this busy <br /> intersection. Councilman Barker made a motion to recommend approval of <br /> Ordinance 2016-58. The motion was seconded by Councilwoman Williamson, <br /> and the committee voted 3-0 to recommend approval of Ordinance 2016-58. The <br /> meeting was adjourned at 8:10 p.m. <br /> 2 <br />
