Council Minutes of 06-07-2016 <br /> Councilman Barker made a motion to amend Ordinance 2016-56. The motion was <br /> seconded by Councilwoman Williamson and passed unanimously. Ordinance 2016-56 <br /> amended 6-0. <br /> Councilman Kearney, Chairman of the Finance Committee: <br /> The Finance Committee met Tuesday, May 24, 2016 at 7:15 p.m. Present were <br /> committee members Kearney, Schumann and Barker; Council President Jones; Council <br /> members Brossard, Limpert and Williamson; Mayor Kennedy, Finance Director Copfer, <br /> Safety & Service Director Glauner, Planning & Development Director Wenger, Law <br /> Director Gareau and Brian Blum of the Wastewater Treatment Plant. <br /> • Discussed first was Resolution 2016-61 which is a Resolution making <br /> appropriation and authorizing the Director of Public Service to advertise for bids <br /> for the award of a contract to replace the roof of Building No. 15, including <br /> elimination of Zimpro stacks, at the Wastewater Treatment Plant, as detailed in <br /> the specifications on file with the Engineer, and authorizing the Mayor, following <br /> approval of the Board of Control, to contract with the same with the lowest and <br /> best bidder and Resolution 2016-62 which is a Resolution making appropriation <br /> and authorizing the Director of Public Service to advertise for bids for the award <br /> of a contract to replace the roof of Building No. 14 at the Wastewater Treatment <br /> Plant, as detailed in the specifications on file with the Engineer, and authorizing <br /> the Mayor, following approval of the Board of Control, to contract with the same <br /> with the lowest and best bidder. These Resolutions give the Administration the <br /> ability to repair these two roofs. The committee voted 3-0 to recommend <br /> approval of Resolutions 2016-61 and 2016-62. <br /> • Discussed next was Resolution 2016-54 which is a Resolution adopting the <br /> alternative tax budget of the City of North Olmsted for the fiscal year beginning <br /> January 1, 2017, and submitting the same to the Cuyahoga County Fiscal Officer <br /> and its Budget Commission, and declaring an emergency. This is done on an <br /> annual basis, and demonstrates to the County the need to levy the taxes. <br /> Questions were asked and thoroughly answered. The committee voted 3-0 to <br /> recommend approval of Resolution 2016-54. <br /> • Discussed last was Ordinance 2016-55 which is an Ordinance to make and <br /> transfer appropriations for current expenses and other expenditures for the City of <br /> North Olmsted for the year ending December 31, 2016, and declaring an <br /> emergency. The committee voted 3-0 to recommend approval of 2016-55 with <br /> suspension and an amendment. <br /> Councilman Kearney made a motion to amend Ordinance 2016-55 to reflect $22,000 in <br /> the Solid Waste and Recycling Fund for a much needed mulching mower and a <br /> correction regarding the Fire Station Refunding Bonds. The motion was seconded by <br /> Councilman Barker and passed unanimously. Ordinance 2016-55 amended 6-0. <br /> Councilman Kearney made a motion to amend Ordinance 2016-55 to reflect an increase <br /> to the Police Dept. HVAC project transferring $30,000 from the Hotel/Motel Police Fund <br /> to cover higher unexpected costs of the project. The motion was seconded by <br /> Councilman Barker and passed unanimously.
