Council Minutes of 06-07-2016 The Finance Committee met Tuesday, June 7, 2016 at 7:00 p.m. Present were committee members Kearney and Barker; Council members Brossard, Hemann, Limpert and Williamson; and Safety & Service Director Glauner. • Discussed was Ordinance 2016-51 which is an Ordinance amending Section 915.06 of the Streets, Utilities and Public Services Code of the Codified Ordinances of the City of North Olmsted to authorize the Director of Public Service to adjust user charges for the use of the municipal sanitary sewer system, and declaring an emergency. This was already discussed in Finance Committee, and the purpose of this evening's discussion was to adjust the rates from five dollars to ten dollars. The committee voted 2-0 to recommend approval of Ordinance 2016-51 as amended. Councilman Kearney made a motion to amend Ordinance 2016-51. The motion was seconded by Councilman Barker and passed unanimously. Ordinance 2016-51 amended 6-0. Councilman Barker, Vice-Chairman of the Building, Zoning & Development Committee; The BZD Committee met Tuesday, May 24, 2016 at 7:10 p.m. Present were committee members Schumann, Barker and Williamson; Council President Jones; Council members Brossard, Kearney and Limpert; Mayor Kennedy, Safety & Service Director Glauner and Planning & Development Director Wenger. • Discussed was Ordinance 2016-36 which is an Ordinance amending various sections of Chapter Eleven of the Codified Ordinances of the City of North Olmsted titled "Planning and Zoning Code" for the purpose of changing the "Board of Zoning Appeals" to the "Building and Zoning Board of Appeals" and for the further purpose of eliminating reference to the defunct Architectural Review Board. This legislation is one of many amendments to the Code as a result of Charter changes that were passed last year. The committee voted 3-0 to recommend approval of Ordinance 2016-36. The BZD Committee met Tuesday May 31, 2016 at 7:00 p.m. Present were committee members Barker and Williamson; Council President Jones; Council members Hemann and Kearney; Mayor Kennedy and Planning & Development Director Wenger. Representing the school district were Mike Zalar, Superintendent, NOCS, Michael McDade, NOCS, Chris Smith, Then Design Architecture, Jeff Henderson, TDA, Jeff Mulcahey, Hammond Construction & John Urbanick, Greenland Engineering. Chairman Schumann was not present due to a cold. He also had to recuse himself from this meeting as well as any upcoming meetings pertaining to the plans for the project due to advice from Law Director Gareau. • Discussed was CMS 16-5425 North Olmsted City Schools Campus located at 27301 Butternut Ridge Road. This meeting also covered a conditional use permit which is required to for the city to be able to issue permits with the understanding that conditions of approval as determined by Council may follow at future phases of this project and Phase 1 of the project. This project is being divided into 3 phases. Phase 1 is site layout only concerning the north side of the property. Phase 2 will be the school building and Phase 3 will be about remaining site details which includes landscaping, lighting, road improvements, stadium and 4
