Council Minutes of 06-07-2016 <br /> athletic facilities and any other items that may come up. This is being done with <br /> the guidance of the State which is contributing to this project. It is not the <br /> ordinary way that the city usually does business, but the district and the city have <br /> agreed to this because of the State involvement. The time table is tight but is very <br /> workable and the district and the city are striving to make this project successful <br /> for the benefit of all of North Olmsted. Phase 1 shows remaining facilities being <br /> demolished and the proposed site layout of buildings, parking areas, landscaped <br /> areas, athletic fields and storm water management. This includes general grading, <br /> drainage and utility layouts. The location of the 100 year floodplain is shown on <br /> the overall site plan. The floodplain and riparian setback requirements associated <br /> with Roots Ditch traversing the site were reasons why most of the buildings are <br /> being place to the north. The boundaries of the floodplain are changing and an <br /> amendment to the FEMA flood map is being done as well as a floodplain <br /> development permit being issued by the city. The district is spending more <br /> money than anticipated regarding this issue. They and the city are very concerned <br /> about improving this area to help prevent any additional flooding. There was <br /> great discussion regarding the site plan as well as a general discussion with no <br /> commitments about the future phases due to the fact that plans are not final as of <br /> yet. This meeting showed, in his opinion, that we the city and the school district <br /> are going to work together to make this a successful project. This is not to say <br /> there will not be debate on issues upcoming, but he feels they are on the same <br /> page. Councilman Barker made a motion to recommend approval to Council to <br /> grant a conditional use permit for CMS16-5426. The motion was seconded by <br /> Councilwoman Williamson, and the committee voted 2-0 to recommend approval <br /> of this project. Councilman Barker made a motion to recommend approval to <br /> Council of Phase 1 for CMS16-5426 per Planning Commission recommendations <br /> as well as an amendment to grant a variance to 926.12 (uses Prohibited in <br /> Riparian and Wetlands Setbacks). The motion was seconded by Councilwoman <br /> Williamson, and the committee voted 2-0 to recommend approval. The meeting <br /> was adjourned at 7:40 p.m. <br /> Councilman Barker made a motion to approve a conditional use permit for CMS16-5426 <br /> N.O. High School/Middle School Complex located at 27301 Butternut Ridge Road <br /> subject to the recommendations set forth by the Planning & Design Commission. The <br /> motion was seconded by Councilwoman Williamson and passed unanimously. CMS16- <br /> 5426 conditional use permit approved 6-0. <br /> Councilman Barker made a motion to approve the Phase 1 site layout for CMS 16-5426 <br /> N.O. High School/Middle School Complex located at 27301 Butternut Ridge Road <br /> pursuant to the requirements set forth by the City Engineer and further granting a <br /> variance from 926.12 (Uses Prohibited in Riparian and Wetlands Setbacks) in order to <br /> permit limited development within the riparian setback. The motion was seconded by <br /> Councilwoman Williamson and passed unanimously. CMS16-5426 Phase I site layout <br /> and variance approved 6-0. <br /> Councilman Limpert took a moment of personal privilege. As Council President Jones <br /> mentioned, today North Olmsted laid to rest a great civil servant to our city. Dewey <br /> Limpert served 22 years on this City Council.
