Council Minutes of 06-07-2016 <br /> Olmsted for 91 years and made contributions as a Councilman and as a volunteer. A <br /> World War II Veteran recognized for his valor, he was a charter member of North <br /> Olmsted VFW Post 7647, a long time Kiwanian and Mason and supporter of Boy Scout <br /> troop 664. He also inspired his children and grandchildren to follow his lead and take <br /> pride in their community and volunteer and serve them. On behalf of my family, I would <br /> like to thank the Mayor and members of the Administration, Council and others in the <br /> audience today for their support during this difficult time. <br /> Councilman Limpert, Chairman of the Environmental Control Committee: <br /> The Environmental Control Committee met Tuesday, May 24, 2016 at 8:13p.m. Present <br /> were committee members Limpert and Brossard; Council members Barker, Kearney and <br /> Schumann; Mayor Kennedy, Planning & Development Director Wenger, Finance <br /> Director Copfer, Wastewater Treatment Plant Superintendent Blum and guests. <br /> • Discussed first was Resolution 2016-59 which is a Resolution authorizing the <br /> Mayor to enter into a Memorandum of Understanding ("MOU") Agreement with <br /> the Cuyahoga County Board of Health to provide the City of North Olmsted with <br /> sampling and monitoring services in accordance with the requirements of the <br /> National Pollutant Discharge Elimination Systems ("NPDES") Phase II <br /> Stormwater requirements, and declaring an emergency. Planning & Development <br /> Director Wenger noted the city's relationship with the county for many years. <br /> This is the first year that it has risen from $4,500 to $5,071 above the $5,000 <br /> dollars to come to Council. This will continue as long as the cost is not above <br /> $10,000. The good housekeeping training was recently conducted and the <br /> administration is pleased with the services provided. The committee voted 2-0 to <br /> recommend approval of Resolution 2016-59. <br /> • Discussed next was Ordinance 2016-60 which is an Ordinance dispensing with a <br /> formal RFP process and authorizing the Mayor to enter into a contract with Hazen <br /> and Sawyer, P.C. to perform a sewer rate study and related professional services <br /> for the City of North Olmsted in order to evaluate funding sources and ordinances <br /> for the Wastewater Treatment Plant and collections system, and declaring an <br /> emergency. Finance Director Copfer noted that it is appropriate to conduct a rate <br /> study now that we have enough months of steady state operational costs. The city <br /> has updated information available from the Division of Water and needs to be in <br /> compliance with the rate model. The goal of this rate study is to moderately <br /> adjust rates frequently going forward to avoid significant rate changes as occurred <br /> recently. Councilman Barker asked if the city could or should conduct the rate <br /> study internally and if it was wise to do so. Safety & Service Director Glauner <br /> stated that it is best to not do it internally and to have an independent review with <br /> expertise to justify any changes to the city's rates. Mayor Kennedy used the street <br /> study as an example as it relates to county streets. Finance Director Copfer also <br /> noted the sophistication of the rate model from Hazen and Sawyer as opposed to <br /> the city's own study or seeking another vendor. Finance Director Copfer also <br /> noted that the Division of Water is going to a monthly rate from a quarterly rate <br /> which will be part of the rate change analysis. The committee voted 2-0 to <br /> recommend approval of Ordinance 2016-60 with suspension. The meeting was <br /> adjourned at 8:27 p.m. <br /> 6 <br />
