Council Minutes of 06-07-2016 <br /> AUDIENCE PARTICIPATION <br /> Dennis Lambert, 25057 Carey Lane said he was in Dayton, Ohio several weeks ago. He <br /> noted how the freeways are well taken care of by the State of Ohio. However, around the <br /> corner from him on the Interstate, the grass was already two feet tall by the main entrance <br /> to Great Northern Boulevard. It's now three feet tall. He asked Gareau if the city can go <br /> ahead and cut the grass and bill the State of Ohio. Law Director Gareau said he will look <br /> into this, but he doubts that the city can cut the grass then bill the State of Ohio for it. <br /> Lambert noted that this extended all of the to the RTA station. He said shame on State <br /> Representative Nan Baker who hasn't done a thing; she hasn't brought money to the area <br /> for schools so she can at least take care of this. He hopes this will be taken care of real <br /> soon. <br /> LEGISLATION <br /> Ordinance 2016-52 introduced by Mayor Kennedy was given its third reading. An <br /> Ordinance amending Section 109.06 of Chapter One of the Codified Ordinances of the <br /> City of North Olmsted titled "Administrative Code" for the purpose of (1) removing <br /> reference to abolished boards and commissions; and (2) reassigning duties previously <br /> undertaken by the abolished position of Clerk of Commissions; and (3) updating <br /> employee titles, and declaring an emergency. Councilman Barker moved for adoption. <br /> The motion was seconded by Councilman Kearney and passed unanimously. Ordinance <br /> 2016-52 adopted 6-0. <br /> Ordinance 2016-51 introduced by Mayor Kennedy was given its second reading. An <br /> Ordinance amending Section 915.06 of the Streets, Utilities and Public Services Code of <br /> the Codified Ordinances of the City of North Olmsted to authorize the Director of Public <br /> Service to adjust user charges for the use of the municipal sanitary sewer system, and <br /> declaring an emergency, as amended. Councilman Kearney made a motion to suspend <br /> the rule requiring three readings as this was discussed in Finance Committee twice and <br /> needs to be implemented now that summer is here. The motion was seconded by <br /> Councilman Barker and passed unanimously. Councilman Kearney moved for adoption. <br /> The motion was seconded by Councilman Barker and passed unanimously. Ordinance <br /> 2016-51 adopted 6-0. <br /> Resolution 2016-54 introduced by Mayor Kennedy was given its second reading. A <br /> Resolution adopting the alternative tax budget of the City of North Olmsted for the fiscal <br /> year beginning January 1, 2017, and submitting the same to the Cuyahoga County Fiscal <br /> Officer and its Budget Commission, and declaring an emergency. <br /> Ordinance 2016-55 by Mayor Kennedy was given its second reading. An Ordinance to <br /> make and transfer appropriations for current expenses and other expenditures for the City <br /> of North Olmsted for the year ending December 31, 2016, and declaring an emergency, <br /> as amended. Councilman Kearney made a motion to suspend the rule requiring three <br /> readings as this was discussed in Finance Committee and is time sensitive. The motion <br /> was seconded by Councilman Barker and passed unanimously. Councilman Kearney <br /> moved for adoption. The motion was seconded by Councilman Barker and passed <br /> unanimously. Ordinance 2016-55 adopted 6-0. <br /> 7 <br />
