Council Minutes of 06-07-2016 <br /> Ordinance 2016-56 introduced by Mayor Kennedy was given its second reading. An <br /> Ordinance amending and re-establishing Chapter 561 of the Codified Ordinances of the <br /> City of North Olmsted entitled "Criminal Activity Nuisances" in order to include <br /> commercial property in said chapter, as amended. <br /> Resolution 2016-57 introduced by Mayor Kennedy (Council members Williamson and <br /> Brossard added as co-sponsors) was given its second reading. A Resolution authorizing <br /> the Director of Planning & Development to solicit bids for the demolition and removal of <br /> dangerous buildings located at 5261 Berkshire Drive as a public nuisance; and further <br /> authorizing the costs to be certified as a tax lien upon said real property pursuant to <br /> section 1331.05 of the Codified Ordinances, and declaring an emergency. <br /> Ordinance 2016-58 introduced and placed on first reading by Councilman Barker on <br /> behalf of himself and Council President Jones was given its second reading. An <br /> Ordinance amending the Traffic Control File of the City of North Olmsted to eliminate <br /> through traffic in the right hand lane of Clague Road at its intersection with Lorain Road, <br /> for northbound and southbound traffic thereby making such lanes "Right Turn Only", and <br /> declaring an emergency. <br /> Resolution 2016-59 introduced by Mayor Kennedy was given its second reading. A <br /> Resolution authorizing the Mayor to enter into a Memorandum of Understanding <br /> ("MOU") Agreement with the Cuyahoga County Board of Health to provide the City of <br /> North Olmsted with sampling and monitoring services in accordance with the <br /> requirements of the National Pollutant Discharge Elimination Systems ("NPDES") Phase <br /> II Stormwater requirements, and declaring an emergency. Councilman Limpert made a <br /> motion to suspend the rule requiring three readings as this was discussed in the <br /> Environmental Control Committee. The motion was seconded by Councilwoman <br /> Hemann and passed unanimously. Councilman Limpert moved for adoption. The <br /> motion was seconded by Councilwoman Hemann and passed unanimously. Resolution <br /> 2016-59 adopted 6-0. <br /> Ordinance 2016-60 introduced by Mayor Kennedy was given its second reading. An <br /> Ordinance dispensing with a formal RFP process and authorizing the Mayor to enter into <br /> a contract with Hazen and Sawyer, P.C. to perform a sewer rate study and related <br /> professional services for the City of North Olmsted in order to evaluate funding sources <br /> and ordinances for the Wastewater Treatment Plant and collections system, and declaring <br /> an emergency. Councilman Limpert made a motion to suspend the rule requiring three <br /> readings as this was discussed in the Environmental Control Committee. The motion was <br /> seconded by Councilwoman Hemann and passed unanimously. <br /> Dennis Lambert, 25057 Carey Lane asked if 2016-60 is under suspension because it <br /> wasn't announced earlier during Caucus. Council President Jones said it was discussed <br /> during Caucus and announced at the start of the Council meeting. Lambert said he is <br /> concerned about this because Council just adopted Resolution 2016-59. He asked if the <br /> costs are going to come out of the sewer fund/storm water usage fund. Finance Director <br /> Copfer said no. He is concerned about hiring an outside consultant to do this study when <br /> you have a Certified Public Accountant on staff, the city's Finance Director. <br /> 8 <br />
