Council Minutes of 06-21-2016 <br /> Director of Law Gareau: <br /> • He thanked Jim Myers for his service to the community. <br /> • He mentioned that Marty Hayes was Volunteer of the Year in 2015. He is an <br /> asset to the community. Although the City has lost him on the Civil Service <br /> Commission, he's sure he will be active in the community. <br /> • Regarding the Pine School situation and negotiations with the school district, he <br /> has been in discussions to allow the city to go ahead with construction although <br /> no agreement is in place outlining price terms. There is an agreement that is <br /> sufficient in form to bring before Council after summer recess regarding the start <br /> of the project. <br /> Director of Finance Copfer: <br /> • She and Pete DiFranco, City Engineer, met with County officials regarding a <br /> change of four parcels that were previously Regional Sewer District; two years <br /> ago they asked the City to put them into this district which the City did. Now <br /> they are being requested to go back into the Regional Sewer District because once <br /> they determined the cost of going underneath the railroad tracks to connect to <br /> North Olmsted's system, it was too cost prohibitive. These parcels were not <br /> considered in any of North Olmsted's rate studies, and the City Engineer did not <br /> feel that this was a problem. So, the City will comply with the request. <br /> Additionally during the meeting, they discussed the Bradley Road Lift Station <br /> project, which serves Olmsted Township a percentage of the project cost. The <br /> City's Engineer Consultant determined the cost ratio based on usage at the lift <br /> station, and they agreed with the findings of the percentages. This will be a <br /> shared project with Olmsted Township, but their customers will be paying <br /> through their user charge. <br /> • She and Greg Myers, Economic Development Consultant, attended the Tax <br /> Incentive Review Council meeting on June 14, 2016 at the County Administration <br /> Building. They approved a compliance and continuance of the TIF and the CRA <br /> which one project—the Aloft Hotel — was just approved through the CRA. They <br /> approved the report compliance and to continue the CRA. <br /> Councilwoman Williamson, Vice-Chairwoman of the Public Safety, Health & Welfare <br /> Committee: <br /> The Public Safety Committee met Tuesday, June 14, 2016 at 7:30 p.m. Present were <br /> committee members Barker and Williamson; Council members Hemann, Kearney, <br /> Limpert and Schumann; Mayor Kennedy, Finance Director Copfer, Law Director Gareau, <br /> Safety & Service Director Glauner and Planning & Development Director Wenger. <br /> • Discussed was Ordinance 2016-69 which is an Ordinance repealing Chapter 751 <br /> of the North Olmsted Codified Ordinances entitled "Game Rooms" which <br /> established to license and regulate amusement arcades. Chapter 751 was <br /> established many years ago (late 80's or early 90's) when places of business <br /> opened up with arcade games. This was to regulate those businesses. Currently, <br /> there are more games on personal phones, and the Safety Director and Law <br /> Director feel that this Chapter is no longer needed and would like it repealed. <br /> There was brief discussion and a motion was made by Councilman Barker to <br /> 2 <br />
