Council Minutes of 06-21-2016 <br /> recommend approval, which was seconded by Councilwoman Williamson. The <br /> committee voted 2-0 to recommend approval of Ordinance 2016-69. The meeting <br /> was adjourned at 7:37 p.m. <br /> Councilman Kearney, Chairman of the Finance Committee: <br /> The Finance Committee met Tuesday, June 14, 2016 at 7:50 p.m. Present were <br /> committee members Kearney, Schumann and Barker; Council President Jones, Council <br /> members Hemann, Limpert and Williamson; Mayor Kennedy, Finance Director Copfer <br /> and Safety & Service Director Glauner. <br /> • Discussed first was Ordinance 2016-65 which is an Ordinance to revise the <br /> Codified Ordinances by adopting current replacement pages; and declaring an <br /> emergency. This Ordinance updates the City Code to keep everything current. <br /> The committee voted 3-0 to recommend approval of Ordinance 2016-65 with <br /> suspension. <br /> • Discussed next was Ordinance 2016-66 which is Ordinance amending and re- <br /> establishing Chapter 139 of the Administrative Code, entitled "Department of <br /> Public Safety" in order to establish a full-time maintenance position within the <br /> department, and declaring an emergency and Ordinance 2016-67 which is an <br /> Ordinance amending the rates of compensation for various administrative and <br /> legislative personnel for 2016 to create the full-time position of maintenance <br /> personnel in the Department of Public Safety (Section 8A) and adjust the salary <br /> range for the maintenance position in the Division of Aging (Section 5C) to <br /> provide uniformity; and to otherwise restate the compensation rates and <br /> descriptions for various administrative and legislative personnel for the years <br /> 2015, 2016 and 2017, and declaring an emergency. These two Ordinances will <br /> give the Administration the ability to employ a full time employee. He will be <br /> responsible for the maintenance at both the police department and fire department. <br /> The committee voted 3-0 to recommend Ordinance 2016-66 and 2016-67 with <br /> suspension. <br /> • Discussed last was Resolution 2016-70 which is a Resolution approving the <br /> adoption of a modified Investment Policy, and further authorizing the Mayor and <br /> Director of Finance to enter into an agreement with Investment Advisors in <br /> compliance with said policy, following approval by the Board of Control, and <br /> declaring an emergency. Finance Director Copfer believes that this will give her <br /> more opportunities in investing. The legislation was held in committee due to <br /> some unanswered questions. <br /> The Finance Committee met Tuesday, June 21, 2016 at 7:00 p.m. Present were <br /> committee members Kearney and Schumann; Council member Hemann; Mayor <br /> Kennedy, Finance Director Copfer, Law Director Gareau and Safety & Service Director <br /> Glauner. <br /> • Discussed was Resolution 2016-70 which is a Resolution approving the adoption <br /> of a modified Investment Policy, and further authorizing the Mayor and Director <br /> of Finance to enter into an agreement with Investment Advisors in compliance <br /> with said policy, following approval by the Board of Control, and declaring an <br /> emergency.
