Council Minutes of 06-21-2016 <br /> Councilman Kearney made a motion to amend Resolution 2016-70. The motion was <br /> seconded by Councilman Schumann and passed unanimously. Resolution 2016-70 <br /> amended 5-0. <br /> Councilwoman Williamson, Chairwoman of the Streets & Transportation Committee: <br /> The Streets & Transportation committee met on June 14, 2016, at 7:29 p.m. Present were <br /> committee members Williamson, Hemann, and Limpert: Council members Barker, <br /> Kearney and Schumann; Mayor Kennedy, Law Director Gareau, Finance Director <br /> Copfer, Safety & Service Director Glauner, Planning & Development Director Wenger, <br /> Traffic Engineer Kevin Westbrooks and Guests. <br /> • On the agenda was the Signal System Phase I Project status update. The purpose <br /> of the North Olmsted Traffic Signal System project is to replace aged equipment <br /> and upgrade the City's closed-loop signal system to a central based control <br /> system. Much of the existing system hardware is past its expected life and <br /> requires replacement. At aged intersections, the signals will be completely <br /> rebuilt; at more recently constructed intersections, the signals will be upgraded as <br /> needed. The City's roadways currently experience a high traffic volume (one of <br /> the highest in northeast Ohio) due to commuter and retail traffic. A modern <br /> traffic signal system is necessary to maintain the flow of traffic throughout the <br /> City. The existing signal systems are well-monitored and maintained but need to <br /> be replaced due to the age and limitations of the existing controllers and other <br /> signal equipment. Consideration was given to simply upgrading all of the <br /> existing controllers and associated hardware, but this was believed to be <br /> insufficient due to the age of many of the signal supports, wire and other <br /> infrastructure, much of which was installed over 20 years ago. The optimal <br /> solution is to replace the controller equipment, as well as the signal support poles, <br /> underground conduit, pull boxes, wiring, interconnect and upgrade the vehicle <br /> detection, software control systems and create a central control server for the <br /> system. Due to the large number of signals and the significant cost involved, the <br /> North Olmsted Traffic Signal System will be funded and constructed in two <br /> phases, addressing the Lorain Road corridor in Phase 1, and the other corridors <br /> and isolated intersections in Phase 2. Planning Director Wenger explained that <br /> this project has been in the works since 2012. The City had initially applied to <br /> NOACA for funding to assist with this project in two phases. Legislation will be <br /> introduced later this year for funding this project for which the city would be <br /> required to pay 20% of the construction cost and 100% of design engineering. <br /> Council was provided with a map showing the signals that are scheduled to be <br /> replaced in Phase 1 and Phase 2, along with a bid schedule for the project. <br /> Bidding is set to begin in prior to April 2017. There is a total of 30 traffic signals <br /> that are scheduled for replacement.
