Council Minutes of 06-21-2016 <br /> The BZD Committee met Tuesday, June 14, 2016 at 7:38 p.m. Present were committee <br /> members Barker and Williamson; Council members Hemann, Kearney and Limpert; <br /> Mayor Kennedy, Planning Director Wenger, Finance Director Copfer and Safety & <br /> Service Director Glauner. Guests representing the school district were Superintendent <br /> Mike Zalar, Michael McDade, Chris Smith and Then Design Architect Jeff Henderson. <br /> Chairman Schumann was present but had to recuse himself from this meeting as well as <br /> any upcoming meetings pertaining to the plans for the project due to advice from our <br /> Law Director. <br /> • Discussed was CMS 16-6050 North Olmsted City Schools Campus located at <br /> 27301 Butternut Ridge Road, Phase 2 of the North Olmsted Middle and High <br /> School project. On June 7, 2016, Council approved Phase 1 site layout for the <br /> north portion of the school site along with a conditional use permit for the project. <br /> The request for Phase 2 is to approve the school building only. Remaining site <br /> details will follow in future submissions. Planning & Design Commission and <br /> Council retain the right to impose reasonable conditions of approval at any <br /> remaining phase based upon conditional use factors outlined in Chapter 1118. <br /> The campus contains high school and middle school classrooms with <br /> separate entrances and parking; essentially two schools within one building. Two <br /> stories of classrooms for the different grade levels are located in separate wings of <br /> the building. Shared facilities supporting both groups include gyms and locker <br /> rooms, cafeteria and kitchens, a service/delivery area, and a performing arts <br /> center. The building was designed with a Georgian style of architecture, similar <br /> to the North Olmsted Branch Library, sometimes referred to as a Western Reserve <br /> look. The Georgian style is highly symmetrical. The building is shown <br /> constructed of red brick with stone belt course/trim, decorative brickwork and <br /> white trim. The roof is a hip roof with asphalt shingles accented with dormers. <br /> The windows are regular with a grid pattern of small panes. The main focal <br /> points and entrances are defined with triangular pediments and columns. There <br /> was a brief discussion questions were asked and answered regarding <br /> entrances and signage. A motion was made by Councilman Barker to recommend <br /> CMS 16-6050 North Olmsted City Schools Campus located at 27301 Butternut <br /> Ridge Road with the incorporation of all conditions of Phase 1 as well as <br /> recommendations made by the Planning and Design Commission on June 13th <br /> 2016 which was seconded by Councilwoman Williamson and the vote was 2-0 to <br /> recommend approval. The meeting was adjourned at 7:50 p.m. <br /> Councilwoman Williamson made a motion to recommend CMS 16-6050 North Olmsted <br /> City Schools Campus located at 27301 Butternut Ridge Road with the incorporation of <br /> all conditions of Phase 1 as well as recommendations made by the Planning and Design <br /> Commission. The motion was seconded by Councilman Limpert. Roll Call: <br /> Williamson, yes; Limpert, yes; Hemann, yes; Schumann, abstain; Kearney, yes.
