Council Minutes of 09-20-2016 <br />Council President Jones requested a Roll Call vote to appoint the City's Clerk of Council. <br />Roll Call: <br />Barker <br />Charles Massarolo <br />Williamson <br />Charles Massarolo <br />Brossard <br />Charles Massarolo <br />Schumann <br />Charles Massarolo <br />Kearney <br />Charles Massarolo <br />Hemann <br />Florence Bohdan <br />Limpert <br />Charles Massarolo <br />With a vote of 6-1, Mr. Charles Massarolo has been appointed to the position of Clerk of <br />Council contingent upon his acceptance of the position and the completion of a <br />background screening by the Human Resources Dept. <br />Director of Law Gareau: <br />He spoke about his working experience with Human Resources Director Farver. <br />He stated that she took the position and elevated it to a very professional position. <br />He wishes her very well in her retirement, and she will certainly be missed. <br />Marie will have more than enough support and encouragement from the people in <br />the Administration. He is very excited about working with Marie and she will do <br />an excellent job. Regarding the position of Clerk of Council, there have been <br />only three people since the 1970s that have held that position. He works forward <br />to working with the new Clerk, and he will have the full support of the Law Dept. <br />He wished both Gallo and Massarolo the best of luck in their new positions. <br />Director of Finance Copfer: <br />• The Administration has been actively budgeting for 2017, and they are finalizing <br />the capital borrowing needs. She anticipates a tentative introduction at the second <br />Council meeting in October. She would like to hold budget hearings at the end of <br />October or early November, and the City may pass a permanent budget this year <br />for 2017 without having a temporary budget. <br />• She is working with the City's Bond Counsel to complete the Annual Information <br />Filing which is due at the end of September, which is a requirement of the bond <br />covenant. <br />Councilman Barker, Chairman of the Public Safety, Health & Welfare Committee: <br />The Public Safety, Health & Welfare Committee met on Tuesday, September 13, 2016 at <br />7:15 p.m. Present were committee members Barker, Williamson and Brossard; Council <br />members Kearney, Schumann and Hemann; Mayor Kennedy, Safety & Service Director <br />Glauner and Planning & Development Director Wenger. <br />• Discussed first was Resolution 2016-85 which is a Resolution authorizing the <br />Mayor to enter into a contract with the All Traffic Solutions / Intuitive Control <br />Systems LLC to purchase two (2) trailer -mounted, speed warning display units for <br />the North Olmsted Division of Police; and further authorizing the Mayor to <br />execute all documents necessary to effectuate such purchase.
