Council Minutes of 09-20-2016 Council President Jones requested a Roll Call vote to appoint the City's Clerk of Council. Roll Call: Barker Charles Massarolo Williamson Charles Massarolo Brossard Charles Massarolo Schumann Charles Massarolo Kearney Charles Massarolo Hemann Florence Bohdan Limpert Charles Massarolo With a vote of 6-1, Mr. Charles Massarolo has been appointed to the position of Clerk of Council contingent upon his acceptance of the position and the completion of a background screening by the Human Resources Dept. Director of Law Gareau: He spoke about his working experience with Human Resources Director Farver. He stated that she took the position and elevated it to a very professional position. He wishes her very well in her retirement, and she will certainly be missed. Marie will have more than enough support and encouragement from the people in the Administration. He is very excited about working with Marie and she will do an excellent job. Regarding the position of Clerk of Council, there have been only three people since the 1970s that have held that position. He works forward to working with the new Clerk, and he will have the full support of the Law Dept. He wished both Gallo and Massarolo the best of luck in their new positions. Director of Finance Copfer: • The Administration has been actively budgeting for 2017, and they are finalizing the capital borrowing needs. She anticipates a tentative introduction at the second Council meeting in October. She would like to hold budget hearings at the end of October or early November, and the City may pass a permanent budget this year for 2017 without having a temporary budget. • She is working with the City's Bond Counsel to complete the Annual Information Filing which is due at the end of September, which is a requirement of the bond covenant. Councilman Barker, Chairman of the Public Safety, Health & Welfare Committee: The Public Safety, Health & Welfare Committee met on Tuesday, September 13, 2016 at 7:15 p.m. Present were committee members Barker, Williamson and Brossard; Council members Kearney, Schumann and Hemann; Mayor Kennedy, Safety & Service Director Glauner and Planning & Development Director Wenger. • Discussed first was Resolution 2016-85 which is a Resolution authorizing the Mayor to enter into a contract with the All Traffic Solutions / Intuitive Control Systems LLC to purchase two (2) trailer -mounted, speed warning display units for the North Olmsted Division of Police; and further authorizing the Mayor to execute all documents necessary to effectuate such purchase.
