Council Minutes of 09-20-2016 <br />speed warning machines was discussed during the budget hearings. The <br />discussion that evening was to cover the software purchase for these machines for <br />remote access and data/picture transfer. There was little discussion as to how the <br />new machines will work but it was emphasized that they will not be used for <br />issuing traffic tickets. A motion was made by Councilman Barker to recommend <br />approval of Resolution 2016-85. The motion was seconded by Councilman <br />Brossard, and the committee voted 3-0 to recommend approval of Resolution <br />2016-85. <br />• Discussed last was Resolution 2016-88 which is a Resolution authorizing the <br />Director of Planning & Development to solicit bids for the demolition and <br />removal of dangerous buildings located at 30399 Lorain Road as a public <br />nuisance; and further authorizing the costs to be certified as a tax lien upon said <br />real property pursuant to Section 1363.108 of the Codified Ordinances, and <br />declaring an emergency. This is in regards to a house that was occupied and is in <br />deplorable condition. The resident is under care now and the house cannot be <br />salvaged. There was a very brief discussion concerning this issue. A motion was <br />made by Councilman Barker to recommend approval of Resolution 2016-88. The <br />motion was seconded by Councilwoman Williamson, and the committee voted 3- <br />0 to recommend approval of Resolution 2016-88. The meeting was adjourned at <br />7:23 p.m. <br />Councilman Kearney, Chairman of the Finance Committee: <br />The Finance Committee met Tuesday, September 13, 2016 at 7:00 p.m. Present were <br />committee members Kearney, Schumann and Barker; Council members Brossard, <br />Hemann and Williamson; Mayor Kennedy, Finance Director Copfer, Safety & Service <br />Director Glauner and Planning & Development Director Wenger. <br />• Discussed first was Resolution 2016-87 which is a Resolution authorizing the <br />Director of Planning & Development to solicit proposals for professional services <br />for the residential street file scanning project and, subject to approval of the Board <br />of Control, to authorize the Mayor to enter into a contract for such services. This <br />would allow for more efficient access of documents. The committee voted 3-0 to <br />recommend approval of Resolution 2016-87. <br />• Discussed last was Ordinance 2016-89 which is an Ordinance to make and <br />transfer appropriations for current expenses and other expenditures for the City of <br />North Olmsted for the year ending December 31, 2016, and declaring an <br />emergency.
