Council Minutes of 09-20-2016 <br />subject to review and approval by the Director of Law, authorizing the Mayor to <br />enter into an agreement with a purchaser, and further requiring that the net <br />proceeds from the sale shall be directed into the Building and Land Acquisition <br />and Improvement Fund. There was no discussion on this Resolution during this <br />committee meeting because insufficient notice was given to contingent property <br />owners pursuant to Code Section 959.01 regarding the scheduled first reading of <br />this legislation. Councilman Brossard made a motion to table Resolution 2016- <br />86. The motion was seconded by Councilman Schumann, and the committee <br />voted 3-0 to recommend tabling Resolution 2016-86. The meeting was adjourned <br />at 7:33 p.m. <br />Councilman Brossard made a motion to table Resolution 2016-86. The motion was <br />seconded by Councilman Schumann and passed unanimously. Resolution 2016-86 tabled <br />7-0. <br />Councilman Schumann, Chairman of the Building, Zoning & Development Committee: <br />The BZD Committee met Tuesday, September 20, 2016 at 7:10 p.m. Present were <br />committee members Schumann, Barker and Williamson; Mayor Kennedy, Safety & <br />Service Director Glauner, Planning & Development Director Wenger and guests. <br />• Discussed was CMS 16-6160 Grace Church located at 4816 Dover Center Road. <br />The proposal consists of expanding the existing parking lot, adding lighting and <br />making storm water management improvements. The entire property is zoned <br />One Family Residence A. Churches are a conditional use in residence districts. <br />A conditional use permit was approved by the Planning & Design Commission. <br />The parking lot will be expanded to the west, adding about 40 parking spaces. A <br />storm water management basin is proposed in the northeast corner of the site near <br />Dover Center Road to provide storage for the new parking lot area and to address <br />insufficient drainage conditions. The committee voted 3-0 to recommend <br />approval of CMS16-6160 Grace Church. The meeting was adjourned at 7:20 p.m. <br />Councilman Schumann made a motion to approve CMS 16-6160 Grace Church located at <br />4816 Dover Center Road with any conditions set forth by the Planning & Design <br />Commission. The motion was seconded by Councilwoman Williamson and passed <br />unanimously. CMS 16-6160 Grace Church approved 7-0. <br />Councilman Schumann made a motion to approve a conditional use permit for CMS 16- <br />6160 Grace Church located at 4816 Dover Center Road. The motion was seconded by <br />Councilman Barker and passed unanimously.
