Council Minutes of 09-20-2016 <br />Resolution 2016-85 introduced by Mayor Kennedy was given its second reading. A <br />Resolution authorizing the Mayor to enter into a contract with the All Traffic Solutions / <br />Intuitive Control Systems LLC to purchase two (2) trailer -mounted, speed warning <br />display units for the North Olmsted Division of Police; and further authorizing the Mayor <br />to execute all documents necessary to effectuate such purchase. <br />Resolution 2016-87 introduced by Mayor Kennedy was given its second reading. A <br />Resolution authorizing the Director of Planning & Development to solicit proposals for <br />professional services for the residential street file scanning project and, subject to <br />approval of the Board of Control, to authorize the Mayor to enter into a contract for such <br />services. <br />Resolution 2016-88 introduced by Mayor Kennedy was given its second reading. A <br />Resolution authorizing the Director of Planning & Development to solicit bids for the <br />demolition and removal of dangerous buildings located at 30399 Lorain Road as a public <br />nuisance; and further authorizing the costs to be certified as a tax lien upon said real <br />property pursuant to Section 1363.108 of the Codified Ordinances, and declaring an <br />emergency. <br />Ordinance 2016-89 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2016, and <br />declaring an emergency. Councilman Kearney made a motion to suspend the rule <br />requiring three readings as this was discussed in Finance Committee. The motion was <br />seconded by Councilman Schumann and passed unanimously. Councilman Kearney <br />moved for adoption. The motion was seconded by Councilman Schumann and passed <br />unanimously. Ordinance 2016-89 adopted 7-0. <br />Ordinance 2016-90 was introduced and placed on first reading by Mayor Kennedy. An <br />Ordinance authorizing the Mayor to enter into an agreement with John Patrick Picard <br />Architect, Inc., to provide additional professional design services to the City for the <br />Recreation Center Master Planning Study, and declaring an emergency. <br />Resolution 2016-91 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution dispensing with the formal Request for Qualifications (R.F.Q.) process and <br />authorizing the Mayor to enter into an agreement with Jeffrey A. Grusenmeyer & <br />Associates, Inc. in order to provide continuing professional services as the Building <br />Commissioner of the City of North Olmsted and as Plans Examiner, on a part-time basis. <br />Resolution 2016-92 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Director of Planning and Development to make application on <br />behalf of the City of North Olmsted to participate in the Ohio Public Works Commission <br />State Capital Improvement and/or Local Transportation Improvement Programs and <br />further authorizing the Mayor to accept the funds if awarded and to execute contracts as <br />required, and declaring an emergency. Councilman Kearney made a motion to suspend <br />the rules requiring three readings and formal committee review. The motion was <br />seconded by Councilman Barker and passed unanimously.
