Council Minutes of 09-20-2016 Resolution 2016-85 introduced by Mayor Kennedy was given its second reading. A Resolution authorizing the Mayor to enter into a contract with the All Traffic Solutions / Intuitive Control Systems LLC to purchase two (2) trailer -mounted, speed warning display units for the North Olmsted Division of Police; and further authorizing the Mayor to execute all documents necessary to effectuate such purchase. Resolution 2016-87 introduced by Mayor Kennedy was given its second reading. A Resolution authorizing the Director of Planning & Development to solicit proposals for professional services for the residential street file scanning project and, subject to approval of the Board of Control, to authorize the Mayor to enter into a contract for such services. Resolution 2016-88 introduced by Mayor Kennedy was given its second reading. A Resolution authorizing the Director of Planning & Development to solicit bids for the demolition and removal of dangerous buildings located at 30399 Lorain Road as a public nuisance; and further authorizing the costs to be certified as a tax lien upon said real property pursuant to Section 1363.108 of the Codified Ordinances, and declaring an emergency. Ordinance 2016-89 introduced by Mayor Kennedy was given its second reading. An Ordinance to make and transfer appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 2016, and declaring an emergency. Councilman Kearney made a motion to suspend the rule requiring three readings as this was discussed in Finance Committee. The motion was seconded by Councilman Schumann and passed unanimously. An Ordinance authorizing the Mayor to enter into an agreement with John Patrick Picard Architect, Inc., to provide additional professional design services to the City for the Recreation Center Master Planning Study, and declaring an emergency. Resolution 2016-91 was introduced and placed on first reading by Mayor Kennedy. A Resolution dispensing with the formal Request for Qualifications (R.F.Q.) process and authorizing the Mayor to enter into an agreement with Jeffrey A. Grusenmeyer & Associates, Inc. in order to provide continuing professional services as the Building Commissioner of the City of North Olmsted and as Plans Examiner, on a part-time basis. Resolution 2016-92 was introduced and placed on first reading by Mayor Kennedy. A Resolution authorizing the Director of Planning and Development to make application on behalf of the City of North Olmsted to participate in the Ohio Public Works Commission State Capital Improvement and/or Local Transportation Improvement Programs and further authorizing the Mayor to accept the funds if awarded and to execute contracts as required, and declaring an emergency.
