Council Minutes of 10-18-2016 <br />• 2016-75 An Ordinance providing for the amendment of the Zone Map of the City <br />of North Olmsted by rezoning a portion of the split zoned property identified as <br />Permanent Parcel No. 232-34-016 and the entire property identified as Permanent <br />Parcel No. 232-34-017 from Single Residence B to General Retail Business. The <br />Planning and Development Director expressed her belief that 232-34-017 would <br />never be developed as currently zoned, citing environmental and financial <br />conditions as well as this lot being surrounded on three sides by commercially <br />zoned property. Rezoning creates a uniform commercial setback. The applicant is <br />proposing creating an easement to preserve wet land on an adjoining residential <br />parcel and this added to the engineering of a retention basin would form a buffer <br />of about 170ft. Rezoning the portion of 232-34-016 a residential zoned area to <br />General Retail would clean up the zoning boundary. 2016-75 was recommended <br />to full Council with a vote of 3-0. <br />The Building Zoning and Development Committee also met this evening, October 18, <br />2016. Present were committee members Barker and Williamson. Planning Director <br />Wenger and Mayor Kennedy. <br />• We met to discuss CMS 16-7204 Weber Automotive located at 28820 Lorain Rd. <br />They are moving from their present location on the east side of town to the west <br />end of town. No changes are being made to the building at this time. A <br />conditional use permit is required for this type of business. There was a brief <br />discussion and a motion was made to recommend approval to Council for the <br />conditional use permit for CMS 16-7204 Weber Automotive located at 28820 <br />Lorain Road which was seconded by Ms. Williamson and the vote was 2 to 0. <br />Councilman Limpert, Chairman of the Environmental Control Committee: <br />The Environmental Control Committee met on October 11, 2016 at 7:23 p.m. Present <br />were committee members Limpert and Brossard; Council members Barker, Kearney, <br />Schumann and Williamson; Mayor Kennedy; Planning Director Wenger; Safety Services <br />Director Glauner; City Engineer DiFranco and guests. <br />• We met to discuss 2016-96 and 2016-97. 2016-96 is an Ordinance replacing <br />existing Chapter 927 (Storm Water Management and Urban Sediment Pollution <br />Abatement Systems) of the Streets, Utilities and Public Services Code with new <br />Chapter 927 (Erosion and Sediment Control) to meet new and updated <br />requirements of the Ohio EPA associated with National Pollutant Discharge <br />Elimination System (NPDES) permit program requirements. 2016-97 is an <br />Ordinance replacing existing Chapter 928 (Post Construction Stormwater <br />Management Regulations) of the Streets, Utilities and Public Services Code with <br />new Chapter 928 (Comprehensive Stormwater Management) to meet new and <br />updated requirements of the Ohio EPA associated with National Pollutant <br />Discharge Elimination System (NPDES) permit program requirements. City <br />Engineer Mr. DiFranco discussed both of the Ordinances which are outlined by <br />the Ohio EPA with certain mandated changes to the chapter and others that are <br />offered as recommendations to improve the chapter and change the thresholds. <br />Mr. DiFranco noted reviewing recommended changes would be a good fit to the <br />control pollution discharge and also noted many of the recommendations North <br />4 <br />
