Council Minutes of 10-18-2016 <br />Olmsted is already ahead and in compliance with the thresholds. A motion was <br />made to recommend the Ordnances to council and it passed 2-0. <br />AUDIENCE PARTICIPATION <br />Irene Slattery, 4455 Camellia Lane stated a few years ago she was President of North <br />Park Estates Homeowners Association and she received complaints that the light at Mill <br />and Dover is quite frustrating. It's a long light with no turn on red and the activator does <br />not work. As a citizen she felt her time was not valued as she sat at the light, it was <br />maddening. She heard the issue of eliminating the sign was coming before council and is <br />happy she is feeling valued as a citizen and is looking forward to the sign being <br />eliminated. <br />Joanne Gura, 4683 Azala Lane stated she was President of the Homeowners Association <br />there and wanted to voice the opinions of some of those at the development concerning <br />the light at Mill Road. She stated everyone seems to agree it should be a regular stop <br />light, not barring turning on red. She stated she does not think it's very effective and the <br />only time it would become a hassle is around the holidays and wants to see the no turn on <br />red eliminated. <br />Marilyn Bene, 4468 Camellia Lane stated she was also part of the North Park Estates <br />Homeowners Association and over the years Councilman Brossard and Mayor Kennedy <br />has attended their meetings. The main topic everyone voices their opinion on is the no <br />turn right on red. The frustration is strong throughout the development and no one sees <br />the sense in it and it has been brought up at meetings for many years. There was a time <br />you could not see to the left because of water tower issues, but that has now been cleared <br />out and she hopes council will vote to eliminate the sign. <br />Jim Burns, 3978 Dover Center stated he thinks Law Director Michael Gareau was the <br />only one at the podium around when the sign was put up. Stated the reason for the no <br />right turn on red sign is because traffic would stack up off of Lorain and when the lights <br />turned green on Dover Center nobody could move. Traffic backed up regularly to <br />Cottonwood and frequently to his house, which is almost in West Lake. He said they <br />changed the light timing a little bit, but a key part is the no turn on red sign. If the City <br />does away with it, they will find out come this Christmas season you will have traffic on <br />Dover backed up to Cottonwood and passed my house. Not sure if anyone has done <br />traffic counts to look into this decision. Afraid if City does away with the no right turn on <br />red, traffic will be backed up almost to West Lake. <br />Irene Slattery, 4455 Camellia Lane stated it's not just the no right turn on red working <br />against them, it's the long light and the activator does not work so something must be <br />done. <br />Bob Wiersma, 28141 Gaudina Dr. stated he is also a member of the North Park <br />Homeowner's Association. He wanted to point out safety is an issue, but you have to <br />remember people know the light is a long light and won't stop at it. They go through the <br />light and go through the Giant Eagle parking lot to bypass the light. Thirty to 40% of the <br />5 <br />
